The meeting was opened with the pledge of allegiance, followed by the
invocation by Peggy A. Moseley, City Clerk.
Minutes of the special meeting of. November 17, 1980, and the regular meet-
ing of November, 18, 1.980, were approved as submitted.
Mayor DeMirjyn read a resolution of appreciation from the American Public
Res-lu ion W
of orks Association praising Public Works' employees in 'the, San Bernard-no
Appreciation and Riverside Counties for their work and efforts during the floods of
this past year.
BIDS
Bids for the construction of the Nevada Street and Luuonia Avenue Trunk
Sewer were reported at the Council meeting of November 18, 1980. At this
�j time, it is the staff recommendation that award be made to Changinc; Time;

enterprises of Anaheim as this was the lowest, qualified. bid. On motion

Trunk of Councilman Martinez, seconded by Councilman Gorman, Council. approval
Sewer was given to the award for the construction of the Nevada Street and
Lugonia Avenue Trunk Sewer to Changing Times Enterprises, Anaheim, in the
amount of $564,250.00 with Councilmember Riordan voting no.

1. Tract No. 9870 (Parcel Map No. 6484) - Resubmission as a :Minor Subdivision
Thomas_Miller and Son
In September, 1980, Council denied a request that Tract No. 9870 be exempt
from Ordinance No. 1680 requirements.. Since then, staff has recommended '
that the property be subdivided into three R-E Zone standard lots and a
fourth which would be capable of further division and thus be subject to
Proposition "R" and Ordinance No. 1680.
At this time, applicants are requesting permission to subdivide this par
cel into three equal lots which would each be capable of being further
subdivided and also are requesting that the statement "Further division
of Parcles 1, 2, and 3 are subject to evaluation for building permit allo.
cation under the provisions of Ordinance No, 1680, as amended" be omitted
from the plat map.
Council explained to Mr. Miller that the reasons for their continuing
policy of having this statement on all similar plat maps and took into
consideration the fact that improvements had already been installed.
Following further discussion, a motion to excuse the Miller property
from the requirements of Ordinance No. 1680 made by Mayor DeMirjyn and
seconded. by Councilman Martinez, lost by the following vote:

2. Tentative Tract No. 16035 - Paul Hsu/ADR Corporation - Denial Without
Prejudice
Application for Tentative Tract No. 16035 was accepted in anticipation
that the project would receive a building permit allocation. As the pro-
ject did not qualify for an allocation and cannot be processed, and State'
Law (AB 884) requires that a project be approved or denied within one
year of the acceptance date of an application, Tentative Tract ^o. 16035
was unanimously denied without prejudice on motion of Councilman Riordan,
seconded by Councilman Roth..
3. National. Orange Show Display - David Lawrence, Chairman, Art Department,
San Bernardino Valley College
Mr. David Lawrence brought to Council a proposal to create a Redlands
Exhibit for the 1981 Orange Show using the theme of Heritage Houses. lie
described his capabilities and and plans, sources of models and material
and his needs; he explained the requirements of the Orange. Show organiza-
tion. lie requested permission to represent the City; requested forty
boxes of citrus to be used in the exhibit and briefly spoke of the prizes
awarded.
Council discussed this enthusiastically, suggested that Mr. Lawrence
contact the Chamber of Commerce and other agencies for support. Mayor
DeMirjyn offered to contribute eight pieces of plywood and one spotlight.
Mr, Martinez asked that Mr. Lawrence return to the meeting of December 16
to allow time for dialogue between the staff and the Chamber.
4, Appeal - Agricultural Preserve Removal No. 39 - Dan John for Wilson Ranch
Mr. John appeared at this time to request that Council reconsider their
denial for removal. of Parcel Number 168-101-06 from the Agricultural
Preserve. Ile stated that the grove was beyond help; that it was not
possible to walk through because of weeds. Following discussion of this
description compared to "marginally productive," Council approved the
removal. and adopted Resolution No. 3725, a resolution of the City Council
amending the boundaries of the Agricultural Preserve to reflect this
action on motion of Councilman Martinez, seconded by Councilman Riordan.
Vice Mayor Gorman cast a "No" vote.
5. Minor Subdivision No. 95 - Petrolane Properties - Final Approval
All requirements as contained in Council minutes dated October 21, 1980,
having been complied with, it is the recommendation of the Planning Depart
ment that Minor Subdivision No. 95 receive final approval. On motion of
Councilman Riordan, seconded by Councilman Gorman, this recommendation
of the Planning Department was unanimously approved by the City Council,
6. Sign Proliferation - Vice Mayor Gorman
Vice Mayor Gorman brought to Council attention what tie called "unsightly
proliferation, billboards masquerading as pole signs." This was discusses
briefly. Council then unanimously adopted a 90-day moratorium on all. Pole
Signs approved, but for which no building permit has yet been issued.

7. Report on Bus Depot - Lawrence Ryan
Mr. Lawrnece Ryan, holder of the Greyhound Bus franchise, reported that :
he had at last found a satisfactory location for the bus depot and asked �
Council approval. The location is the corner of Stuart and Orancre S#rects,
418 Orange Street. He stated that the route through town will be the Ts
same as that used at the Hillsen location. He added that Dial-A-Ride wil1
also operate from this address. or, motion of Councilman Martinez, seconded
by Councilman Gorman, transfer of the Ryan operation to this location was
unanimously given tentative approval subject to compliance with all re-
quirements, with waiver of fees.
8. Amendments to Ordinance No. 1680
Council discussed a three page memorandum from the City Manacles in the
process of developing Ordinance No. 1742, an ordinance of the City of
Redlands amending Ordinance No. 1680.
First in this sequence was consideration of the present requirements for
a 60 point minimum with 35 points in public facilities and 25 points in
environmental gaulity. After comments from Council, Planning Director
Schindler, and Mrs. Melia, Council moved that the total point criteria
be 70 or greater on motion of Councilman Gorman, seconded by Councilman
Roth.
James D. St_roffe, attorney for C-Y Development, spoke at length. Ingrid
Mack requested that the application date of January :15, 1981 not be
changed. Mrs. Atkinson questioned the 70 point total.
The Council members agreed unanimously on Section 2, Grading, as presented:.
The change of one word to "downstream" in Section 3, Sanitary Sewage:
Collection, was approved by consensus.
Section 4 - Police Protection, was discussed paragraph by paragraph with
Council ultimately concluding that the present point allocation for
police is not workable and will not be better. Planning Director Schindler
added that most of the ordinances which he had reviewed from other cities
did not contain a police section. Council then concurred that Police
Protection Criteria be deleted by this ordinance. Chief Brickley agreed
with this action by Council.
Section 5 - Addition to Section III, Paragraph 9 of Ordinance No. 1680
which acids a requirement that location of the first fifty units to be
constructed in a proposed development be indicated exactly on the map and
the location of a greater or a lesser number than fifty shall be approved
by the departments of Public Works, Building and Safety, and Planning.
Council concurred with this and with the requirement placed on the
applicant to include only those parcels to be developed in his tract map.
Section 6 - Mobile Homes - Following discussion, Council concurred in
deletion of ten additional points for a lot sale subdivision of mobile
homes.
Attorney Stroffe and Mr. Jim Coffin spoke. They discussed sanitary
sewage collection, the definition of "capacity" and the statement "no cost'
to the city." This led to a discussion of premitigation.
Council also discussed changing the 1981 application date but riot the
issuance date.
The time being now past six o'clock, it was announced that school impac-
tion discussion on the memorandum for this time would be, held this evening;.
The Council adjourned to the Redevelopment Agency meeting.
Traffic Commission - Resolution No. 3726, a resolution of the City Council
Resolution ordering the installation of stop signs on Occidental Drive at San Serna,r
ReRe
3716 lino Avenue, on San Jacinto Street at Crescent Avenue, on Padua .venue at
Lincoln Street, on Margarita Drive at Via Vista Drive, and on Via vista
stop Signs Drive at Margarita Drive, was unanimously adopted on motion of Councilman
Riordan, seconded by Councilman Gorman.
Public Works Commission - will meet January 12, 1981, at 3:30 P.M. in the f�
City Hall Conference Room and continue the study on street lighting.
Historic and Scenic Preservation Commission - will meet December 9, 1980,
at 7:30 P.M. in the Provident Federal Savings and Loan Community Room.
APPLICATIONS AND PETITIONS
Council, chanted a waiver of business license for the Inland Empire Chapter:
of Children's Village, USA, for fund raising activities to be conducted
waiver during the months of December and January. Mrs. Dombrowski .reported to
Council this organization is doing an outstanding job working to rehabili-
tate battered children.
APPOINTMEN'T'S
On motion of Councilman Riordan, seconded by Councilman Roth, Dr. William
J. Moore and Dr. Henry Dittmar were unanimously appointed to three year
Library s terms on the Library Board replacing Mr. L. P. Scherer and Dr. James A.
Board Fallows whose terms expire January 1, 1981. Letters of appreciation and
resolutions in their honor were also unanimously authorized on motion of
Councilman Riordan, seconded by Councilman Roth.

Traffic. &
Council also unanimously appointed Daniel Ifft to the 'traffic Commission
Parks and Christopher Sanborn to the Parks Commission for a two year term as
commission student representatives

Councilman. Gorman acknowledged receipt of a comprehensive memorandum
Streets' prepared by Public Works Director Donnelly regarding street resurfacing.
Refuse Responding to a phone call received Thanksgiving Day, Mayor DeMirjyn
Holidays pointed out that City refuse collectors take only three days off out of
the year: Thanksgiving, Christmas, and New Year's.
UNFF INISVED BUSINESS
An additional appropriation in the amount of $4,356.00 for weapons and
Fundsequipment for the Police Department was unanimously approved on motion of.
Police ! Councilman Gorman, seconded by Councilman Riordan, with the stipulation

that this material not be utilized without the express direction of the
Chief of Police.
CITY MANAGER
Holidays for the 1981 calendar year were unanimously approved by Council
as follows: January 1, New Year's Day; February 16, Washington's Birthday
Rolidaye May 25, Memorial Day; July 3, Independence Day; September 7, Labor Day;
November 26 and 27, Thanksgiving; December 24 and 25, Christmas, a float-
ing holiday, and General Employee's birthday.
Bid Call The City Clerk was authorized to advertise for bids for paving materials
I'aviztg for 1981 on motion of Councilman Riordan, seconded by Councilman Roth.
Bills and salaries were ordered paid as approved by the Finance Committee.
Following completion of the evening's agenda, Vice Mayor Gorman presented
a draft of an ordinance dealing with school impaction, and another of
modification. to Ordinance No. 1680 to make .it compatible with that
ordinance, for study and possible first reading.
Prior to consideration of those drafts, he reminded Council that on two
earlier occasions they had discussed an alternate to the collection of
the mitigation fee, and that a request had been sent to the School Board
Resolution to consider a proposal to suspend the collection of the mitigation fee,

and in lieu to accept a promissory letter until such time as an ordinance

Letters is in effect to provide a fee schedule. Iie then presented, for consider-
ation, Resolution No. 3727, a resolution of the City Council providing
for Promissory Letters in lieu of school fees. Following discussion,
Mr. Gorman moved for adoption. The motion was seconded by Dr. Roth and
adopted by the following vote:
AYES: Councilmembers Gorman, Riordan, and Roth
NOES: Mayor DeMirjyn (who prefers exempting one to four units)
ABSTAIN: Councilman Martinez
Council then studied the aft of Ordinance No1740, procedures for
declaration, consideration and mitigation of school impaction, section lon
by section and discussed each paragraph at length, making changes, re-

Councilman Riordan expressed dissatisfaction with the number of "special" '
Mitigation classrooms in this ordinance. The number of students per classroom was

room utilization was discussed and alternatives suggested including stag
gored sessions and/or extended day schedule. Council included "timely
application for available State of Federal funds" in the listing :.ander.
School District Procedures. Under Exceptions to Mitigation Measures they
excluded adult-only and similar classification.

Emergency Section IV - Emergency Situations - Council authorized the word "majority"
Situations to replace "four.-fifths majority."
After completing .study of these two ordinances, Council received input
from those in attendance. Speaking were Ingrid Mack, Joyce Fraser, Art
Collins, Ma_ysle Hardy, Ken Hardy, Attorney Stroffe, Jim Coffin, and
William Emrick.
First reading of Ordinances Nos. 1740 and 1741. were then accepted by thrz
