' PUBLIC HEARINGS3a 1 'r% Public hearing was advertised for this time and place on Resolution No. s 3757. a resolution of the City Council of the City of Redlands approving the application of the San Bernardino County Housing Authority for prelim- 9 1 inary loan for low-rent housing projects of not to exceed six dwelling units j 0 to be located at 831, 835, and 840 Herald Street. Mayor DeMirjyn declared j4 the meeting open as a public hearing for any questions or comments concern- Resolution ing this resolution. it g No. 3757 Low-Resit Speaking were Redlands Housing Commissioner Larry Powell, Perla Eston of z a Housing the County Housing Authority and Don Newcomb. n `} Project Councilman Martinez questioned guidelines and procedures used in locating low-rent housing in any neighborhood. He particularly questioned whether fir input from neighbors had been sought, and pointed out the two low-rent pro- jects already nearby. Councilman Riordan reminded Council that this project would be a great improvement over the housing recently razed from those lots; she added that the County would have strict maintenance requirements for M residents. Resolution No. 3757 was then approved by the following vote on motion of Project Councilman Riordan, seconded by Councilman Gorman: AYES: Councilmembers Gorman, Riordan, Roth NOES: Councilmember Martinez; Mayor DeMirjyn ` Public hearing was advertised for this time and place for the readopti.on NO of Ordinance No. 1742, an ordinance of the City of Redlands implementing Proposition "R." Mayor DeMirjyn declared the meeting open as a public hear-i ing for any questions or comments concerning readoption of this ordinance Before the audience spoke, Mr. Taylor stated that at 5:00 P.M. today a tem- porary restraining order to enjoin the Council to refrain from adoption of �.� Ordinance No. 1742, sought by C-Y Development and Harvest Investments, was EOF considered by the court and denied. The court has set June 18 as the date Ordinance for the City to show cause why it should not be restrained from implement- No. 1242 ing Ordinance No. 1742. Readoption Mr. Taylor reminded Council there has been ample public input on this matter Proposition "RRand added that Council could hold the public hearing and adopt Ordinance No, 1742 this evening if it wishes. Ingrid Mack spoke of the corrections made in Ordinance No. 1742 and urged A 51, Council to adopt it this evening. She also offered the assistance of her group to aid the City in the court hearing June 18. E ,lames Coffin, president of C-Y Development read a brief statement outlining his views and reviewed past concerns about the City Drainage Map. The public hearing was declared closed. Following this, a motion of Council- man Roth, seconded by Councilman Gorman, to waive reading of the ordinance in full and to readopt Ordinance No. 1742 carried by the following roll call vote- AYES- Councilmembers Gorman, Martinez, Riordan, Roth; Mayor DeMirjyn NOES: None ABSENT: None Ordinance Public hearing was advertised for this time and place on Ordinance No. 1751x No. 1751 an ordinance of the City of Redlands amending the Redlands Ordinance Code Fire Chapter 42, Fire Code, and Chapter 84, Uniform Codes, by the addition of Sprinkler Systems certain fire protection requirements. However, this ordinance was withdraws. Public hearing was advertised for Ordinance No. 1754, an ordinance of the Ordinance s No. 1754 City of Redlands amending the Redlands Ordinance Code and providing for minimum fill grading, treatment of hillside grading, permit boundary grad-1 Grading t s ing, and driveway gradients. This ordinance was also withdrawn. ORAL P13TITIONS FROM THE FLOOR VW Lois Reynolds of the Redlands Historical Society read a prepared statement Fregarding the recently installed traffic signals and street signs. This urged the use of "design to harmonize with the neighborhoods in which they ® are placed." Each councilmember recieved the material. Mr. Roger Biddick also brought a request from the First United Methodist Church that the signal control box be relocated behind shrubbery. Following this, Council again discussed removal of this equipment. Council- man Roth recommended development of a policy; Councilman Gorman recommended; _w ORAL PETITIONS FROM THE FLOOR (Continued) that Council direct the Public Works Director to find alternatives. No motion was made at this time. f Mr. Gorman then moved to call for removal of the signal structure and other: Traffiq Signals appurtenances that are installed on Cajon Street. His motion was not seconded. IN r Mayor DeMirjyn stated he believes there was not negligence in this matter; that installation was done for the good of the general public. all ; COMMISSION REPORTS Planning Commission recommendations as considered by the City Council at a regular meeting thereof held on June 2, 1981, at 3:00 P.M. Present: Councilmembers Gorman, Martinez, Riordan, Roth; Mayor DeMirjyn, Attorney Bruce C. Atkins, Deputy Clerk Poyzer 1. R,P.C. No. 545 - Ordinance Text Amendment No. 155 - City of Redlands - Standards for Moving of Buildings That R.P.C. No. 545, a resolution of the Planning Commission for the adop- tion of Ordinance No. 1000 Text Amendment No. 155 establishing revised standards for moving of buildings, be approved. On motion of Councilman Riordan, seconded by Councilman Roth, R.P.C. No. 545 was unanimously approved by the City Council, and Ordinance No. 1756, an ordinance of the City of Redlands adopting Ordinance Text Amendment No, 155, was introduced, given RIO first reading of the title, and laid over under the rules with public hear-' ing set for June 16, 1981, at 7:00 P.M. ' PLANNING ADDENDA ITEMS 1. Ordinance Text Amendment No. 154 - AccessorjBuildings ' The Planning Commission studied Council's decision that all accessory build* WWI ings should be set back a minimum of ten feet from side and rear property ' lines and found there was a contradiction between provisions of paragraph 3 and the revised paragraph 6 of the subsection Accessory Buildings in Ordinance No. 1000. Planning Director Schindler recommended that paragraph; U 6 be deleted and paragraph 3 be amended to read: "3. Accessory buildings shall be located not closer to the side and rear ' property lines than: a. Five (5) feet for one story non-residential accessory buildings b. Ten (10) feet for two story non-residnetial accessory buildings and one or two story accessory buildings utilized for residential, purposes." Following Council discussion, Mr. Schindler's recommendation was unanimously approved and referred back to the Planning Commission for rehearing on motion of Councilman Martinez, seconded by Councilman Riordan. : 2. Community Plan for South/East Redlands Sphere of Influence Planning Director Schindler explained that in December, 1980, the County adopted a Community Plan for the Loma Linda/West Redlands Sphere of Influ- ence and a Consolidated General Plan for the total Redlands Sphere of Influence. The Planning Commission directed him to request Council to ask the County to now proceed with the development of a Community Plan for the I, South/East Sphere of Influence for the City of Redlands as most of the recent planning activity in our Sphere of Influence has occurred in this area. On motion of Councilman Martinez, seconded by Councilman Gorman, this recommendation was unanimously approved. OTHER PLANNING ITEMS FOR COUNCIL CONSIDERATION 1. Sheila Neaves of Armantrout, Day and Bancroft made a comprehensive presenter= tion of plans for Phase II of the Community Center Expansion. Councilman Riordan complimented the architects for the well-thought out plans. 2. Service Station Sign - 1210 East Colton Avenue Mr. Dave Sevel, co-owner of an Arco service station at 1210 East Colton Ave nue, requested Council permission to retain a pole sign which he had recently installed on an old approved pole. Following lengthy discussion with Mr. Bevel, on motion of Councilman Martinez, seconded by Councilman Riordan, Council gave temporary approval to retain the sign until the new sign code is adopted and upon adoption remove the sign if it is found to be in viola tion; if not in violation, the owners are to file for a permit. Occupancy Permit - Winston Tire Company- Mr. Schindler brought attention to the building to be occupied by Winston It Tire Company on Colton Avenue stating the color of the building bears no resemblance to the approval granted by the Planning Commission. Snap shotsIt 1 were provided for .Councilmembers. A gentleman from Winston Tire Company � stated this was the company color and image. Councilmembers expressed their, displeasure with the appearance of the building, but Councilman Martinez also stated he did not feel Council should legislate color. On motion of Councilman Roth, seconded by Councilman Gorman, Council directed corrections: be made to complete this building as approved by the Planning Commission by . the following vote: AYES: Councilmembers Riordan, Gorman, Roth NOES: Mayor DeMirjyn ABSTAIN: Councilmember Martinez NON-AGENDA ITEMS_ 1. Councilman Martinez expressed his concerns about the intersection of Eureka Street and Colton Avenue. On motion of Councilman Roth, seconded,by Council, man Riordan, Council directed Parks Director MacKenzie to remove two or n three palm trees as needed to improve the visability and directed that Edison Company be contacted to remove their power pole from this intersectsoL 2. Councilman Gorman pointed out the street sign at Redlands Boulevard and Lord• Street was missing. Mr. Donnelly reported it was on the list to be replaced, TM x- 3. Stating a petition was being circulated requesting a four-way stop at Palm Avenue and Grove Street, Councilman DeMirjyn moved to install stop signs on Grove Street at Palm Avenue. Motion seconded by Councilman Martinez. Mr. Donnelly listed the warrants for stop signs and stated it was Council's per- ogative whether or not to follow the warrants. The motion then failed by the following vote: e AYES: Councilmembers DeMirjyn and Martinez NOES: Councilmembers Riordan and Roth ABSTAIN: Councilmember Gorman There being no further business, Council adjourned to an executive session Park Commission - no meetings in June Housing Commission - report on Resolution No. 3757 under Public Hearings Traffic Commission - no meeting Public Works Commission_ - no meeting Airport Advisory Board - on motion of Councilman Gorman, seconded by Councilor -° Appointment man Roth, Dr. Robert Tartar was unanimously appointed to the Airport Advisor ai Board. Historic and Scenic Preservation Commission - will meet next Tuesday at Provident Federal s COMi,tUN T CAT IONS Councilman Riordan recommended that all Councilmembers and audience read the recent Sunday Sun article 'Where Have All The Oranges Gone?' She commended � the Sun on the excellence of the figures and production costs. Miss Irshay � added that much of the research had been done in the A. K. Smiley Library. Councilman Gorman announced that the 2nd phase work on the Library is now Y VN being done. At the suggestion of Dr. Roth the Council unanimously authorized a letter of! w appreciation and congratulation to Mr. David Lawrence who won the first prize ' for his Redlands exhibit in the Orange Show competition. This prize winnsng4 P, exhibit was designed and constructed by Mr. Lawrence. NEW BUSINESS Resolution Resolution No. 3758, a resolution of the City of Redlands establishing a � "IN ; No. 3758 schedule of rates to be charged by the Disposal Department, was unanimously'; Rates adopted on motion of Councilman Martinez, seconded by Councilman Roth. No. 3754 and authorizing the Southern California Association of Governments to allo SCAG cate SB-325 funds to OMNITRANS in the amount of $217,739.00 and to claim SB-325 Funds SB-325 roads and highway funds in the amount of $606,883.00 for the City of Redlands, was unanimously adopted. N ' CITY MANAGER N On motion of Councilman Martinez, seconded by Councilman Gorman, Council rte; ? unanimously approved the changes in Route 30 that are recommended in the Omnitra,ns Route Comprehensive Operational Analysis prepared by Omintrans. Route 30 is the Changes; fixed route bus system within the city limits that is operated by Omnitrans,-' the changes reflect a considerable reduction in fixed route service. Declaration Council unanimously accepted a Declaration of Dedication from Joseph and of Eleanor Buoye for street right-of-way purposes at 115 South Lincoln Street Dedication in accordance with requirements of Building Permit No. 1231 on motion of Buoye Councilman Gorman, seconded by Councilman Martinez. m On motion of Councilman Riordan, seconded by Councilman Gorman, Council unan Surplus' f Disposal imously authorized the Disposal Department to declare surplus on 20-yard ".
