Moseley, City Clerk Glenn Cunliffe, Redlands Daily Factss Pat Brown, The Sun ;1s� ABSENT None The Council adjourned from the regular meeting of November 17, 1981, to �� this time and place to hear reports on the negotiations between the Mobile y� � - Home Park owners and the tenants thereof, and to take any necessary action f%h Attorney Holmes explained the packets he was presenting to Council as the '4 same ordinances they had received for the special meeting of October 29 -;a 1981. They are patterned after those of the cities of Ventura, Chino, and ,r Carlsbad, and are being presented with and without urgency clauses. He explained that the urgency clause is not necessary for the reason that the ordinances contain a section fixing the permitted rent as that in effect on October 1, 1981. He added that without an urgency clause, ordinance adoption requires only a three AYE vote, rather than four. air Mr. Orville Zappe of Lugonia Fountains spoke briefly, stated that the Lugonia Fountain tenants want the Ventura ordinance because the others establish periods of negotiations; the Lugonia Fountain tenants have alreaay 'i t attempted negotiation for 120 days. Mr. Zappe explained that their attorneyj-z � was out of town this week. He then expressed the appreciation of the tenant a! of both parks for the time and effort the Council has put into this problem. " Mr. Lange Buchl reported that all attempts to meet with Mr. Billings, owner, s, of Orange Grove Estates, have proven futile. tr11 �i,ti I Mr. Arthur Gregory, a Redlands resident, described his experience as the , developer and twenty-year owner of a mobile home park, listed the costs per space, the value of coaches and spaces, the inflation factors and the 2� position of both the tenant and the park owner. He concluded by bringing Council attention to a possible property tax loss the City might sustain in the event the park owner should obtain a lowered tax assessment as a ('�'�s result of a rent control ordinance. MOBILE HOME PARK RENT NEGOTIATIONS (Continued) i i s�� 1 i ltd Dr. Roth expressed sympathy for the plight of the mobile home residents, denigrated the greed of the park owners, stated that he would vote "No" � on this ordinance because he believed it would create more problems. Mrs. �} k �,y Riordan also disapproved of this ordinance and expressed a preference for 1p", the Chino ordinance. Mr. Martinez expressed concerns but stated that Ns Council must aid the mobile home owners. j 11(` After comments from the floor, a change in the wording of the section per- �ttd taining to the payment of the costs of the hearing by the park owner (Section 37407 c) , Mayor DeMirjyn asked for an owner or representative of the park owners to come forward to speak if they wished to do so. Mayor DeMirjyn then moved that Council ratify the negative declaration i Ordinance of the Environmental Review Committee on this ordinance, give first reading No. 1783 of the title of "Ordinance No. 1783, an Ordinance Adding Article 374 to �s Stabili+ze the Redlands Ordinance Code to Stabilize Mobile Home Park Rents," and set fr, ,F'!
