That is the employment agreement of Police Chief Brickley. 1 Z.r Employient Following a brief discussion, on motion of Councilman Roth, seconded by ��{ ( Agreement Councilman Martinez, the contractural agreement between the City and Chief! ? ( Police !Chief Brickley was approved by AYE votes of all present. U 1,, 7:1.0 P.M. Councilman Martinez excused himself from the meeting and �t left the Chambers for a previous commitment. ''1�}e { Members of the Planning Commission were invited to attend this meeting to 1 discuss and review in detail suggestions brought forward in connection b} i with Proposition "R" by the Council, the Commission, the staff, and the J ), {) public. 'J'j { ) Planning Commissioners resent were: Chairman Swen Larson, Manuel Madrid g p l Dick Burkhart, Carole Beswick, and Joan Dotson. The Council first discussed Section II - Point Rating System. Directors 1 of Public Works Donnelly spoke briefly regarding the requirements of "6. Street - b. (1) , (2) , (3) , and (4) . To each statement "within 1/4 mile of the tract boundary" was added by concensus. Under "7. Sanitary Sewage, ' Item C" the word "or" was changed to "and" in the same manner, i Mr. Donnelly then left the Chambers Each alphabetical and numerical division was considered; changes were spelled out and advantages explained. This detailed review was followed for each item of section II and each item was discussed until a consensus of agreement was reached. Concerted effort toward quality construction and design were at the front of all proposals. An informal exchange between Planning Commissioners and the Councilmembers continued during f this entire session. r� Section III - Procedure for Allocation of Building Permits - was the next i matter for attention. In reviewing Division A, Prerequisites to Applica- tion, the Councilmembers expressed appreciation and gratitude for the dedication of the Planning Commisioners in undertaking the review and point rating allotment on the six categories listed for Commission review. i They spoke of the advantages of having Commission input, the value of project review in public, and the resulting upgrading of projects. i ry St t3!t§? hof"N" 1 11159 p# _ W, fI,I rod:,:. Dr. Roth voiced concern for overburdening the Commission; however, the !' x IMI `fir c members present concurred in their acceptance of this responsibility. i 6 } Lengthy study was given to developer .requests for opportunity to resubmit y revised plans in order to improve rating assignment. Planning Director �aMI Schindler was authorized to add a paragraph to this section limiting IN, continuance to a one-time permit with the revision submitted within twenty ci h one days of the continuance. A meeting was set for March ki(; 30, 1982, at 7:00 P.M. for the first reading. The.
