Tentative Tract No. 10083 Vanguard Ventures, Inc. That Tentative Tract No.. 10083 for the subdivision of approximately 9.6 a acres of property into 38 lots located on the north side of Pioneer Avenue, approximately 1,000 feet east of Orange Street, R-1 Zone, be approved sub- jeer to the recommendations of all departments as outlined in Planning Commission minutes dated March 23, 1982, and also subject to the following-:, V! That Sessums Drive is Alvarez Drive; that the Fire Department's hydrants are to be considered for both subdivisions; that under Planning and Commu- nity Development requirements Street "C" should be Street "D"; that the QQ lot line adjustment shall be required prior to the recording of either Tract No. 10083 or Tract No. 10084; that the subdivision is under the provisions of ordinance No. 1680; that the Tract Map is consistent with the General Plan; and that the tract does not violate Section 66474 of the . On motion of Council- man Martinez, seconded by Councilman Gorman, this recommendation of the Planning Commission was given Council approval by AYE votes of all present. .f 2. R.P.C. No. 563 - Commission Determination No. 404- Dwight(Yeoman That R.P.C, No. 563, a resolution of the Planning Commission for Commission Determination No. 40 finding that a photography studio is similar to per- mitted er matted uses in the M-1 Zone (Light Industrial) District, be approved subject to the conditions outlined in R.P.C. No. 563. On motion of Council- man Martinez, seconded by Councilman Roth, R.P.C. No. 563 for Commission Determination No. 40 was approved by the City Council by AYH votes of all present. PLANN:NC ADDENDUM ITEMS 1. Jim Glaze Signs Planning Director Schindler explained that the sign in question was not actually an illegal sign but that when the Planning Commission approved the other two signs they felt this was an extraneous sign that could be remove Since the Planning Commission's action on re-hearing, Mr. Glaze indicated he needed that sign for the legal reasons discussed but that he would be willing to remove the old pole sign on the Lincoln-Mercury complex (next to the car wash) and reinstate the 15 square foot sign at the entrance to the service department for the Chrysler Plymouth agency that presently has no copy on it and is approximately four and one-half feet high. Councilman Martinez moved to agree with the compromise with Mr. Glaze. Councilman Roth seconded the motion for discussion purposes. Following discussion, Councilman Martinez withdrew his motion and moved to table a this item for two weeks in order for staff to talk further with Mr. Glaze regarding possible conversion of the 15 square foot sign to a monument structure with a possible variance on the height requirement and removal }, of the old pole sign. Motion to table was seconded by Councilman Roth and 4 e carried by AYE votes of all present. 2, Conditional use Permit No. 172 - Zeiner Mobile Home Part: - Sewer Connection Refunds Extension Request Mr. Zeiner, developer of the mobile home park on Lugonia Avenue, under C.U.P. No. 172, has requested an extension of time relative to the cash refunds resulting from sewer connections to a sewer line in Pennsylvania Avenue that he constructed. Agricultural Preserve Removal No. 50 - Margarita and Al Nuno That the request to remove 4.9 acres of land from the Agricultural Pre- serve Boundaries located at 610 West Pioneer Avenue be approved. Mr. Al Nuno explained to Council his intent to separate the parcel into three F i p j lots: one lot for resale at a later date, one which has an existing residence, and the third lot for the brothers to build their. house. A staff report stated there is no grove on this parcel nor on the parcel i to the west; there is a grove on the east side which is under contract. (t� On motion of Councilman Roth, seconded by Councilman Martinez, Resolution No. 3819, a resolution of the City Council amending the Agricultural j Preserve Boundaries and approving Agricultural Preserve Removal No. 50, was approved by AYE votes of all present as subject property meets the criteria for removal under Resolution No. 3649. j 3. Tentative Tract No. 11782 - Sidewalk Requirement Waiver - Manooch p� Bahamanian Mr. Manooch Baharnanian is requesting a waiver of a portion of sidewalks „N`r as required under Council conditions of approval for Tentative Tract No. \t� 11782 and requesting permission to provide landscaping with an irrigation ` �"'d system rather than sidewalks. Councilmembers Gorman and Roth expressed 1i i concern regarding maintenance and esthestics of the landscaping. On �rF ! (4 motion of Councilman Roth, seconded by Councilman Martinez, Council granted the applicant permission to execute an improvement agreement for the sidewalks along the channel sides of the two cul-de-sacs, noting that if the landscaping is not kept up to the City's satisfaction, the side- I walks will be required. 4. Ordinance No. 1000 Text Amendment No. 160 - City of Redlands Ordinance No. 1000 Text Amendment No. 160, adding a permitted use subject to conditional use permit, was tabled at the March 2, 1982, meeting in order for the City Attorney to prepare more specific language in the text. City Attorney Holmes explained the amendment would allow a procedure for f non-profit civic groups or community organizations other than social or fraternal clubs to apply for a conditional use permit which would then sett particular conditions that must be met for a particular conditional use permit. Councilman Roth moved to give Ordinance No. 1785, an ordinance of the City} of Redlands amending Section 52 of Zoning Ordinance No. 1000 to add a permitted use subject to conditional use permit (Ordinance No. 1000 Text Amendment No. 160) , first reading of the title with waiver of the reading of the ordinance in full and set public hearing for April 20, 1982, at I 7:00 P.M. Motion seconded by Councilman Martinez and carried by AYE votesi r � of all present. ,,•,, 5, Residential Development Allocation No. 81-2A - Transfer In September, 1961, Council granted 35 units to Mr. Akbar Ghahremani, vice president of Amir Enterprises, Inc, A letter has been received from Mr. Ghahremani indicating the property ownership has been transferred to Abbas Nassairian and Mohsen Dehdashti, and requesting transfer of Residen- tial Development Allocation No. 81-2P.. Councilman Gorman moved to refer this request to staff and the City Attorney for a title search and proof of transfer. Motion seconded by Councilman Roth and carried by AYE votes of all present. 1 163 OTHER P ANNING ITEMS FOR COUNCIL CONSIDERATION (Continued) b Tentative Tract No. 12214 - W.J.E. Corporation - Final Approval i All requirements as outlined in Council minutes dated August 16, 1977, having been complied with, it is the recommendation of the Planning Departs (, ment that final approval be given Tentative Tract No, 12214 (formerly Tract No. 10020). On motion of Councilman Gorman, seconded by Councilman y;3 Martinez, this recommendation of the Planning Department was approved by AYE votes of all present. IIS; 7. Minor Subdivision No. 111 - Arthur Day - Final Approval All requirements as outlined in Council minutes dated September 1, 1981, having been complied with, it is the recommendation of the Planning Depart } ment that final approval be given Minor Subdivision No. 111. On motion of Councilman Martinez, seconded by Councilman Gorman, this recommendation of the Planning Department was approved by AYE votes of all present. tv 8. Minor Subdivision No. 107 - Guardian Associates - Time Extension � , On motion of Councilman Martinez, seconded by Councilman Gorman, a time extension of one year to May 5, 1983, was given by AYE votes of all presen� S, -for Minor Subdivision No. 107 as the applicant is attempting to gain - �t;t financing. ;n�r 9. Conditional Use Permit No. 321 - John Moore/parkwest Development - Time Extension On motion of Councilman Martinez, seconded by Councilman Roth, a ninety- } iday extension to July 14, 1982, was granted by AYE votes of all present since Mr. Moore has submitted his street improvement plans and is in the process of submitting building plans for building permits and plans to ; submit for final approval within this time period. l$`' ADDENDA ;t•; l Councilman Gorman noted that several months ago Council discussed various eye sores around town and that although letters have been sent to the Xr property owners, nothing has happened. He requested staff follow up on i these problems and site these individuals. As Council laison to the Housing Commission, Mrs. Riordan ' thanked Reverend Bob Wallace for his dedication in serving as Chairman for lE the Commission. ifilf �rti Traffic Commission - Resolution No. 3822, a resolution of the City Councils ��a directing the Traffic Engineer to perform such acts as are necessary to �tl1l �� accomplish the following: Remove "Yield" sign on Country Club Drive �Sllli �e Resolution northbound at Palo Alto Drive and replace with a "Stop" sign, establish Il;, No. 3822 no parking on the south side of Stuart Street between Orange Street and K Fifth Street, on the proposed cul-de-sac .for Specfic Plan No. 27 on citrusi �} � Traf£i� Avenue at State Street, and on Cajon Street for thirty feet on each side of the Beaver Clinic driveway; and establish a traffic pattern for the � alley between Redlands Boulevard and State Street. Resolution No.3822 was is unanimously adopted on motion of Councilman Riordan, seconded by Councilmar�� Roth, Public Works Commission - will meet Monday, April 12th at 4:00 P.M, On motion of Councilman Martinez, seconded by Councilman Gorman, Mr. Jim }d}�'; \1 Morton, an alternate on the Rent Review Board, was appointed to fill the Appointment (;yl vacancy created by Frank Greenway, Jr. 's resignation. Upon reading the u^ e -'4 ordinance, Mr. Greenway felt he was ineligible to serve. APPLIC 'PIONS AND PETITIONS i ; On motion of Councilman Martinez, seconded by Councilman Roth, the Redlands 1!qqi, Community Music Association was unanimously granted a waiver of bowl fees for their annual summer bowl programs. } I i nit};, 164 APPLICIi IONS AND PETITIONS (Continued) Mr. Tim Gergen executive director of Los Padrinos Youth Services brought a request to Council for $766.24 as matching in funds to secure an Arrow- Los Padrinos head Justice Association grant_ He showed a film of the many services to FundsFunds 1 r ' disadvantaged youth supported by "Los Padrinos." Following the presenta- y tion, Mrs. Riordan and Dr. Roth explained the policies of the city on fund ye}1 grants and suggested that the group seek United Way help or private v}(` donations. r, int¢ COMMUNICATIONS Mr. Gorman brought to Council attention plans at the County level to ii develop high density residential projects at Barton Road and Terracina ( } ;; r adjacent to Redlands. Council discussed this at length. Councilman = Riordan suggested the Council may need to review its annexation policies in order to protect property standards along its border.&. Stressing that time is of the essence, Council requested the City Manager to obtain ,Y information on the status of this situation and report back to them as i qtr soon as possible. I�i` NEW BU�`INESS j rjtliJ Resolution Resolution No. 3821, a resolution of the City Council ordering the canvass i No. 3821 of the General Municipal Election to be held on Tuesday, April 13, 1982, Election to be made by the City Clerk, was unanimously approved on motion of Canvass Councilman Martinez, seconded by Councilman Roth. 1}(� :,Q gni Resolution No. 3823, a resolution of the City Council opposing the use of 1 `ss Resolution Public Employee Retirement System funds to balance the State Budget was No. 323 adopted by AYE votes of all present on motion of Councilman Martinez, PERS Funds seconded by Councilman Roth. This resolution was ordered mailed to State Assembly and Senatorial representatives. Individual letters were also 11tss urged. }r,;' CITY MANAGER Vr,ll City Manager Christiansen reported that the Council has been forming sub- r Proposition committees to develop revisions and amendments to the Proposition "R" Ordinance, that a draft has been prepared which the City Attorney has N1, Revisioj s reviewed and which the staff will review tomorrow, He added that no major �f 4 changes have been made, just wording and procedural revisions. On motion of Councilman Gorman, seconded by Councilman Roth, Council Declaration accepted a Declaration of Dedication from Calvin Lee and Carolyn I. of Dedication Williamson for alley right-of-way as required by Public Works in connection, is with Nouse Moving Permit No. 79. � The West Redlands Development Company's request for six water services for a�G= Outside' a proposed six lot commercial subdivision on the south side of Redlands Water Service Boulevard, easterly of Iowa Street was unanimously approved on motion of i t Councilman Riordan, seconded by Councilman Martinez. on motion of Councilman Gorman, seconded by Councilman Martinez, water and �} � [ outside' sewer service for fifty spaces of Mentone, Ltd.
