Wallace of the First Baptist Church, ;n Minutes of the regular meeting of April 6, 1982, were approved as submitted, »,1, 6.4 Mayor DeMirjyn presented Resolution No. 3824, a resolution of the City of Resolut2on Redlands recitingthe facts of the General Municipal Election held on No. 3824 p �s April 13, 1982, declaring the results thereof and such other matters are 1$61, �>> Municipal { provided by law. This resolution was unanimously adopted on motion of I Electiofi 1� . t Results Councilman Gorman, seconded by Councilman Roth, and authorized to be made a part of these minutes, and attached hereto. (See pages 170,171,172) i 1, f „$z A;l, Councilman Gorman thanked Councilman Riordan for her tour years of service tr to Redlands as a Councilmember, Mrs. Riordan replied that she had enjoyed 68a her term of office. She thanked the staff for their continuing help, She � �f reminded Council that Government is an art of compromise and wished them n` well. i} Mayor DeMirjyn called upon City Clerk Moseley to present certificates of f }k$ election to the successful candidates. Mr. DeMirjyn, Mr, Martinez, and Installation n� y newly elected Mr. Tim Johnson received their certificates, repeated the r s lea Oath of Office with Mrs. Moseley and signed the statement. �t{ f Vt i 5 AI S 66 I Clerk Moseley then called the meeting to order for the purpose of electing a Mayor for the next two years_ Councilman Martinez nominated Dr. Roth to be Mayor of Redlands; there were no further nominations. Councilman Gorman moved that a white ballot be cast for Dr. Roth. Organization of Council,, Mayor Roth expressed appreciation and gratitude for the privilege of serving as Mayor. ta,% Nominations were then called for Vice Mayor, Councilman Johnson nominated , tsy � }r Councilman Martinez; Mayor Roth nominated Mr_ DeMirjyn_ By written ballot Mr. DeMirjyn was elected Vice Mayor. i?}} q Mayor Roth then took the Mayor's seat. Council received a report on April 6, 1982, of bids received for the Bid Award construction of the Joslyn Senior Center Parking Lot. At this time, the j Joslyn! County Office of Community Development has authorized the City to accept Parking the low bid in the amount of $16,587.80 of Larry Jacinto Construction, Inc Lot for this project. On motion of Councilman DeMirjyn, seconded by Council- man Johnson, unanimous Council approval was given to the award of construct tion of the Joslyn Senior Center Parking Lot to Larry Jacinto Construction Inc. in the amount of $16,587.80. On April 14, 1932, the Planning Commission (`c unanimously revised Condition 19 to state: "The temporary trailer shall be granted for one (1) year only." Mr. Schindler reported he would feel moret�s comfortable if. Council would endorse this action. Council discussed r available recourse for enforcement. Attorney Holmes stated that if it is `` ' {�V made a condition of a conditional use permit, enforcement is clear and that revocation is available. Mr. Schindler assured Council this was an amendment to Conditional Use Permit No. 167. 1)' ' _ OTHER PLANNING ITEMS FOR COUNCIL CONSIDERATION } t 1. Acceptance of Pareel Map No. 7369 - Gerald & Helen Helfrich On motion of Councilman Martinez, seconded by Councilman Gorman, Parcel Map No. 7364 which is a condition of approval of Commission Review and Approval No. X156 requiring two lots be combined into one parcel was found �.' D to be consistent with the General Plan and unanimously accepted by the 1 City Council. } 2. Acceptance of Parcel Map No. 7385 - William Bonadiman �5 On motion of Councilman Riordan, seconded by Councilman Martinez, Parcel Map No. 7385 which is a condition of approval of Lot Line Adjustment No. ].88 requiring the property line to be recorded by parcel rnag was found to t, t be consistent with the General Plan and unanimously accepted by the City Council. 3. Signs for Jim Glaze Auto Dealer Planning Director Schindler prepared a report of communications with Jima.A Glaze which read, in part, as fol.lows: "On April 9, 1982; 1 contacted �, Sim Glaze, Jr, and requested that consideration be given to converting thej �` fi., ?. A\11 � subject 15 square foot sign into a monument sign. Mr.. Glaze Jr. concurred ( however, on April 12th, Jim Glaze Sr. visited the office and stated he did not wish to convert the sign for security reasons. BeHe wishes for al.l areas of the property to be viewable from his main showroom (i.e.) a monument sign "would block the front row of display cars. Another reason N alslf "S') ' is that the sign is identical to the one utilized for his Lincoln-Mercury service entrance and provides a certain uniformity of signing for his two car agency complex. He indicated that rather than modify the sign he `F would remove it and utilize the reader board portion of the large pole b sign for display of the required business name. He stated he would much f t , h� prefer to remove the large sign and continue use of the sign in question." ' 3t Councilman Riordan moved for acceptance of removal of the large pole sign and re-installation of the smaller pole sign. Councilman Martinez ;rs seconded the motion. Councilman Gorman stated he had difficulty with this situation; that Council was in a sense almost being blackmailed into '�.. acceptance of a compromise in order to remove an unsightly pole sign. Councilman DeMirjyn felt this solution was an improvement that was not that i f•,,. i„ far out of line. Motion then carried unanimously. "7 Development in Sphere of Influence �n Following up with Council's concerns with high density housing in the Barton Road/Alabama Street area in Redlands' Sphere of Influence, Council- , a man Gorman reported that earlier today the County Board of Supervisors (�{i!1} reviewed a request for a density change. Mr. Gorman requested the Board +% of Supervisors to delay action until the possible annexation is settled, �(+� ! but it was pointed out that the City became involved at a rather late �,- point. Councilman Gorman suggested that in the future any developments I within the City's spheres of influence be brought to Council's attention 's at the Planning Sessions. Planning Director Schindler commented that there is usually not adequate time allowed to properly analyze projects and get them to the Council. Poi example, at Monday's Environmental Review Committee meeting, three project$ were received April 16, 1982, and required responses by April 23, 1982. Councilman DeMirjyn recommended communicating with the County that this City Council's philosophy is against this type of development. Councilman Martinez felt strongly we must inform the County of our calendars and indicate that no decisions will be made unless ample time is provided; at least one month's notice. Councilman Roth stated he felt the County did not seem to care what the City said. j Mrs. Riordan said she realized there was a communication problem between the very large County Planning Department and the cities, and that she would, in her new position with the County, make it her goal to try to make the County Planning Department more responsive in getting information, to the cities sooner. i Councilman Gorman reiterated the need for Council to be briefed on a timer basis. Councilman Martinez instructed the City Manager to communicate to the County this City Council's concerns and ask for a minimum thirty- days notice_ 1 I There being no further business, Council adjourned to a closed session for the purpose of discussing matters covered by attorney/client privilege] and personnel. i 169 s I14 COMMISSION REPORTS (Continued) Public works Commission - studied the budget on April 19 and will review it again at their next meeting. �)��,) Airport Advisory Board - will meet May 3 at 7:00 A.M. at Lucky's � )tl; Historic and Scenic Preservation Commission - Historic and Scenic Preser- vation reser vation Commission Chairman Meryl MCDOWel congratulated the re-elected Proclamation and newly elected Councilmembers. She requested that Council proclaim the week of May 9 to 15 as National Historic Preservation week. On motionIf of Councilman Gorman, seconded by Councilman Johnson, the week of May 9 to ` 15 was unanimously proclaimed National Historic Preservation Week. Mrs. McDowell also stated that the Commission will present Registration Plaques to all owners of properties now on the Historic Register. These owners will be honored at a coming meeting of the Historical Society. She z (�iwill write notes of invitation for the Mayor's signature. She also urged �t that the houses owned by the City of Redlands in the Bowl area be placed on the list of historic homes. s € t ass, APPLICATIONS AND PETITIONSi �) The request for the taxi franchise was removed from the agenda.
