PRESENT Kenneth Roth, Mayor Charles G. DeMirjyn, Vice Mayor Oddie J. Martinez, Jr. , Councilmember Ir }r James W. Gorman, Councilmember Tim Johnson, Councilmember } Chris C. None The regular meeting of July 6, 1982, was adjourned to this time and place ; 11�4 I to discuss the 1962-83 budget. Mayor Roth called the meeting to order at 3:00 P.M. and asked if the Redlands Police Officers Association wanted ' to make their presentation at this time. 1 IJ3 Barry Bruins, President of RPDA, stated there were significant issues to be discussed if there were to be any cuts in hours and wages; other- wise he had no other comments to make at this time. City Manager Christiansen brought Council up to date on revenue to be 1982-83received from the State and property taxes, and stated the City is faced Bud et k g with a deficit of about $1 million dollars. - Discussion = , IN Council discussed at length policy questions regarding the Marigold �' hkt4E"1 �• Industrial District Development Agreement with Santa Fe Land Improvement }}i' Company, and reductions of the Cash Flow, the ten percent Reserve, and the Insurance Fund. Also discussed was the creation of districts for tj't street lighting and street trees which can be done without going to the voters; alternatives for Recreation funding; cuts in capital improvements,: ,,�# and $50,000 which can be transferred to the General Fund from a traffic oto W`t safety grant. }� r t Council briefly recessed at 4:.15 P.M, and reconvened at 4<25 P.M. Dropping the Reserve to seven percent was approved on motion of Council- man Martinez, seconded by Councilman Gorman, by the following vote: }t5' AYES: Councilmembers Martinez, Gorman, Johnson; Mayor Roth NOES: Councilmember DeMirjyn i OU'Si,g i Ij}fi I}r tial Capital Expenditures were unanimously decreased by $104,000 on motion of Councilman Johnson, seconded by Councilman Martinez. rt }�litikst}? On motion of Councilman Gorman, seconded by Councilman DeMirjyn, $50,000 was unanimously authorized transferred to the General Fund from the }}I}t 3 f traffic safety grant.
