MINUTES of an adjourned regular meeting of the City Council of the City of Redlands
held in the Council Chambers, Safety Hall, 212 Brookside Avenue, on
November 30, 1982, at 3:00 P.M.

The meeting was called to order by Vice. Mayor DeMirjyn at 3:10 P.M. and
immediately recessed to a closed session for the purpose of discussing a
matter covered under the attorney/client privilege. The meeting was
reconvened at 3:15 P.M.
Mr, Atencio reviewed the staff presentation explaining that attached to
the Planning Commission minutes of a special meeting held on November 22, .s

1982, for the purpose of evaluating projects and the awarding of points
in the categories as specified in Ordinance No. 1788, were: a breakdown
of the points allocated under each category and individual project
summary sheets.
RDA No. 82-18 92points) - Joseph P. Buo e and Arthur D. John

Messrs. Buoye and John were present to answer any questions regarding this '
application for an allocation for a 13 unit lot sale subdivision to be
located at the southeast corner of LaSalle Street and Herrington Drive,
R-1 Zone. On motion of Councilman Martinez, seconded by Councilman Gorman_
Council awarded 13 development allocations for RDA No. 82-18 by AYE votes
Phase II of all present.

Development
Allocations RDA No. 82-28 (78 Points) - Terrain West IT w„
,
A representative for Terrain West II was present to answer any questions
regarding this application for an allocation for a 37 unit Planned Real-
dential Development (Phase I) to be located at the southeast corner of
Highland Avenue and La Salle Street, R-S Zone. On motion of Councilman
Martinez, seconded by Councilman Gorman, Council awarded 37 development
allocations for RDA No. 82-2B by AYE votes of all present.-ys
RDA ivo, 82-3B (109 Points) - John Thomas ,
Mr. John Thomas addressed Council with a special request that Council
grant his project the maximum allocation since other developers have not
requested the use of the units. There were no other questions or comments
regarding this application for a 264 unit Planned Residential Development
(condominium) to be located at the northwest corner of Lugonia Avenue
and Church Street, R-2 Zone. Councilman Gorman moved to grant 264
development allocations for RDA No. 82-38. Motion was seconded by
Councilman Martinez and carried by AYE votes of all present.
RDA No. 82-48 (82 Points) - William F. Snell and Thomas Miller
Mr. Thomas Miller expressed his appreciation as it has taken him three
years to reach this point. On motion of Councilman Martinez, seconded by
Councilman Gorman, Council granted by AYE votes of all present nine '
development allocations for RDA No. 82-4B, a lot sale subdivision to be

located at the most westerly terminus of Fairway Drive, R-E Zone.
l Specific Plan No. 31 - Orange Tree Lane Extension
In response to Councilman Martinez, Mr. Christiansen stated a vote by

Council was needed to bring back Specific Plan No. 31 for further consider
ation. Stating he had read and studied the project and was in favor of

Ordinance it, Councilman Martinez moved to return Specific Plan No. 31 (Ordinance
No. 1802 No. 1802) to the next regular meeting of the City Council (December 7,1982);
Specific Motion was seconded by Councilman DeMirjyn and carried by the following
Plan No. 31
