MINUTES of a regular meeting of the City Council, City of Redlands, held in the
Council Chambers, Safety Hall, 212 Brookside Avenue, on January 18, 1983, .

The meeting was opened with the pledge of allegiance, followed by the
invocation by Councilman Tim Johnson.

There was no response from the audience when Mayor Roth asked if there
was anyone present representing the International. Association of Fire
Fighters, Local No. 1354. At the end of the meeting, Mayor Roth again
asked if anyone had come to make a presentation and there was no response
from those present.

Minutes of the regular meeting of January 4, 1983, were approved as
submitted.
PUBLIC gEARING

Public hearing was advertised for this time and place on Ordinance No.

1808, an ordinance of the City of Redlands which establishes a change of
zone from A-1 (Agricultural) District to R-1 (Single Family Residential)
District for approximately 18.6 acres of property located on the north
side of San Bernardino Avenue between Texas and Webster Streets. Mayor
- Roth declared the meeting open as a public hearing for any questions or
Ordinance comments concerning this change of. zone.

Zone Change Mr. Tom Leonard, representing the property owners, stated that since the

Planning Commission meeting, he and the architect had met with three of
the neighbors to listen to their concerns. He then introduced the
architect, Mr. Kermit Dorius, Stating that they would like to mitigate
the concerns of the neighbors and the nearby citrus growers now that they
had a better understanding of their concerns and think something can be
done to the proposal that would work better in terms of the neighbors'
interest, Mr. Dorius asked that this zone change request be. continued
for one month.
F ' Mr. Laird Roddick, manager of the Blue Goose Packing House, and Mr.
. Zone Change Louis Pletcher addressed Council expressing their support to continue
No. 248 this request. On motion of Councilman Johnson, seconded by Councilman

1. i R.P.C. No. 589 - Specific Plan No. 32 - Rossmore Investments and FMK
The Planning Commission unanimously adopted Resolution R.P.C. No. 589
recommending to the City Council adoption of Specific Plan No. 32 for
j an aviation park for 65 acres of property located on the northeast corner
of Pioneer Avenue and Judson Street in accordance with map and text
revisions as contained in their minutes dated January 11, 1983. The City
Clerk has scheduled a public hearing for February 1, 1983, at 7:00 P.M. 'js�
for Ordinance No. 1811, an ordinance of the City Council adoptings;
Specific Plan No. 32.
2. R.P.C. No. 588 - Zone Change No. 252 - Rossmore Investments and FMK
The Planning Commission unanimously adopted Resolution R.P.C. No. 588 1tstl,
recommending to the City Council a repeal of the I-P (Industrial Park)
zone classification .for 65 acres of property located on the northeast �fiz

COMMUNICATIONS
Councilman Gorman brought Council attention to the new signs on the rear
of the Tri-City Center which he Felt were an insult to the eye at night. �V ?�
He suggested consideration of an amendment to the Sign Code which would
prohibit the use of lights particularly behind white backgrounds and

meets the wishes of the EPA and the Regional. Water duality Control Board: :
that it is a very complex ordinance; and that if this ordinance is
enforced to its fullest, we are going to have a difficult time doing it
with present staffing levels.

Congressman Lewis.
On motion of Councilman Gorman, seconded by Councilman Martinez, Ordin-
ance No. 1810, an ordinance of the City of Redlands regulating certain
waste flows into the city wastewater treatment facilities, was given
its first reading by title only, introduced and laid over under the rules
with second reading set for February 1, 1.983, at 7:00 P.M. by the

i Resolution No. 3867, a resolution of the City Council of the City of
Redlands declaring certain property which was acquired for the future

was also authorized to have an informal appraisal of the property made
and sell the property to the highest bidder with a minimum bid to be

Nuisance Mayor Roth asked Mr. Dale if a telegram was sent to Mr. Burton advising +� }};
him of the proposed action to be taken by the City Council, and further

advising him of the opportunity to be heard. Mr, Dale responded the
telegram had been sent and that he had received confirmation of delivery
from Western Union. Mayor Roth then asked if Mr. Burton or a representa-�
tive was present to address Council on this matter_ There was no response
from those present in the Chambers, Mayor Roth then asked Mr. Dale to
I give testimony to support the proposed .findings. � if
Mr. Dale reported a complaint had been received that children were play- I
ing in a vacant house with broken windows and open doors. Upon inspec-
ting the premises, Mr. Dale found the approximately twelve year old
dwelling was open and accessible and had been vandalized. Photographs
were taken of the dwelling. When Mr. Dale contacted Property Management,
Inc_, the legal agent for the owner, they stated the property was in

default and that there was no money available for securing the building. �1ijt���i�4

motion of Councilman Martinez, seconded by Councilman Gorman:

City, therefore, orders the owner of record, Wayne Burton,

from further breakage. In the event that the owner or his

agent does not abate this nuisance within ten days of this

order, the City Council hereby authorizes the Director of
Building and Safety to abate the nuisance with the costs of
such work being paid from the general fund of the City of
Redlands and shall be made special assessment against the
property involved_

On motion of Councilman Martinez, seconded by Councilman Gorman, Council
Funds authorized an additional appropriation of $4,500 to reroof the Carriage

On motion of Councilman Gorman, seconded by Councilman Martinez, the

1982-83 Redevelopment Annual Report was accepted by AYE votes of all

CITY MANAGER (Continued)
On motion of Councilman Gorman, seconded by Councilman Johnson, the
Claims claims of James Muniz, Kathryn Rydz, David Garcia, Henry Cooper, and
Bailey Peyton were found not to be proper charges against the City and
therefore rejected by AYE votes of all present.
CITY ATTORNEY
Mr. Holmes reported that Terry Mead's request for a statement of decision '
regarding the Holt House was denied so this matter is now resolved at the
trial court level.
Ile asked if Council would allow the use of their name as a friend of the
court in the case of the Audubon Society suing the Anaheim Planning
Commission regarding the filing of an appeal.
Bills and salaries were ordered paid as approved by the Finance Committee.
There being no further business, Council adjourned, on motion, at
7:50 P.M.
Next regular meeting, February 1, 1983.
