Gorman, Councilman Tim Johnson, Councilman John E. Holmes, City Managerw"; Lorrie Poyzer, City Clerk Laura Wingard, Redlands Daily Facts ` James Nickles, The Sun ABSENT Charles G. DeMirjyn, Vice Mayor The meeting was opened by Mayor Roth. Vice Mayor DeMirjyn is in Sacra- mento this week attending the League of California Cities' Mayors and I. Councilmembers Legislative Conference. a Bid Call The City Clerk was authorized by AYE votes of all present to advertise for bids for the construction of a 20-inch Redlands Boulevard watermain on Watermain motion of Councilman Johnson, seconded by Councilman Gorman. The Planning Department has received the following four applications for allocation of Appropriation Act (Jobs Bill) funds: Installation of ten fire hydrants $ 16,000.00 Addition to Joslyn Senior Center 62,000.00 Construction of drainage facilities 35,000.00 - Construction of handicapped ramps 65,823.00 $178,823.00 The applications have been submitted to the County Office of Conununity Jobs Bill Development for verification of eligibility, and a preliminary review by Allocation the OCD staff indicates that all are eligible projects. At this time, u. it is recommended that City Council recommend to the Board of Supervisors a" ' an order of priority for allocation funds. d= Councilman Gorman moved to give each project equal priority. Motion l� seconded by Councilman Martinez and following discussion failed by the following vote: AYES: Councilmen Gorman and Martinez NOES: Councilmen Roth and Johnson Councilman Martinez moved to set priorities as follows: I First - Installation of ten fire hydrants Second - Construction of drainage facilities Third - Construction of handicapped ramps Fourth - Addition to Joslyn Senior Center Motion seconded by Councilman Roth and carried by the Following vote: e AYES: Councilmen Roth and Martinez .t NOES: Councilman Johnson ABSTAIN: Councilman Gorman ABSENT: Councilman DeMirjyn - a Council held a budget study session with presentations from the following: ' " Parks Department, Cemetery Department, City Clerk, Joslyn Senior Center, City Treasurer, Finance Department, and following a brief recess from 8:10 P.M. to 8:20 P.M., the Police Department. W, Councilman Gorman commented that this proposed budget was less than last ear, but that we will use up our reserves soon. He noted thatpolice Budget and fire budgets had had disapportionate increases when compared to other StudyCity departments. Councilman Johnson said enterprise funds are based on Session ; the economic growth, and that Redlands' growth has been the slowest in the; County. Councilman Martinez felt that the question should be put on the ballot as to what the citizens wanted to support. Councilman Martinez noted that in some instances there were considerable differences between the Police Department's requests and former City Manager Christiansen's recommendations. Be asked for further study and explanation from City Manager Holmes. m, The meeting was adjourned at 9:15 P.M. to a closed personnel session and then to an adjourned regular meeting to be held on Tuesday May 31, 1983, at 7:00 P.M. in the Lyon Gallery in the A.
