Commission of the City of Redlands held in the Conmiunity Room, Redlands
Federal Savings and Loan Association, 300 East State Street, on June 23
1983, at. 4:00 P.M.

Acting as facilitator, Commissioner Reynolds called the meeting to order
at 4:10 P.M. for the purpose of holding a joint study session to discuss
the roles of the Planning Commission and Planning Department, communica-
tions between the City Council and Planning Commission, and the General
Plan.
Copies of Chapter 91 of the Redlands Ordinance Code, outlining the duties `
of the Planning Commission, were distributed and will be reviewed for
future revision.
The role of the Planning Commission is to implement and develop the
General Plan. This was discussed at length, and although the General
Plan is reviewed whenever an amendment is prepared, Councilmembers and
Commissioners felt there was a need to have a study session focused on
the entire General Plan. As the Planning Commission has a short. agenda
scheduled for their July 12, 1983, meeting, it was agreed to hold a
joint meeting with the City Council at 3:30 P.M. on that date for this �
purpose.
Planning Director Schindler explained the role of the PlannincI and
i Community Development Department is to keep abreast of the laws and
recommend changes to the Commission, Councilman Martinez felt we need
a to have more contact with our State legislators. More and more State
mandates are being imposed on local government and not allowing local
p control. Councilman Johnson also felt it was very important to improve w4
communications with the County.

Commissioner Reynolds suggested a joint workshop-type session could be ri
held on a yearly basis at which time everyone could look at the entire x
• picture, rather than concentrating on individual applications, and set
goals for the coming year. Another idea was to meet jointly on the
fifth Tuesday.
Also discussed was the possibility of having a benefit volleyball game
at the Community Center with City Council, Planning Commissioners, and
employees of the City. Proceeds would be used towards the purchase of
weight-lifting equipment for the Community Center.
Councilman DeMirjyn left the Community Room at 5:00 P,M,
a Councilman Gorman was unable to attend this meeting, but asked Mr. Holmes
to pass on his thoughts. They included the need for a historic preser-
vation element, more green space, stronger sense of asthetics, stronger
sign enforcement, and building exteriors controls, He also felt that
perhaps standards should be reviewed to see if they are high enough.
