Multi-Family Rental Housing Finance Program County of San Bernardino On motion of Councilman Johnson, seconded by Councilman Gorman, Resolution ; tt,{ a; No. 391.8, a resolution of the City Council adopting a Multi-Family Rentalfa' Housing Finance Program in cooperation with the County of San Bernardino r�Gt��ro3^t and authorizing the execution of a Cooperative Agreement with the Countyrtxta of San Bernardino, was approved by AYE votes of all present, lx { Minor Subdivision No. 121 - Carl Murano - Final. Caches, District Manager for the Automobile Club of �lt�aa Pedestrian Southern California, presented Mayor Roth and Police Chief Brickley an rt l Safety AAA Pedestrian Safety Citation which honors the City of Ttddlands' :record Citation > f}' of no pedestrian fatalities in 1982, ta, tl. BIDS The City Council budgeted for fiscal year 1983-84 $15,000 for the prem- 4l'tt ration of an Historic Preservation Element. In early July, the Planningtftwg �l" : Department solicited requests for proposals to eight planning organizations �+a Historic for the preparation of this study. Two proposals were received, and the Preservation Ad Hoc Committee for Historic Preservation interviewed the applicants, n�f�it a Element and recommended the award be made to AEGIS, an historic Preservation Study planning firm located in Claremont. It was consensus of the committee that the AEGIS proposal was more complete and specifically oriented to the needs of Redlands. The total project cost was $23,850; final figure would � 1 be determined by review of possible deletions and/or reductions in scopes ' Uffi i l�t rvy�l w _ 77 PLAIQNINC AND COMMUNITY DEVELOPMENT (Continued) of services. Deletions to be considered include reproduction costs, photographer and film costs, and the windshield tour brochure for a total of $5,600. Reduction in services could include reducing the number of Historic public hearing appearances by an undetermined amount at a cost of Preservation $300 per day. Volunteer donations for preparation of the Design Guideline: ' Element: Manual could further reduce costs of the study. Councilman DeMirjyn felt study it was not prudent to go ahead with this study at this time. Councilman r s Roth said there was a need to study ways to keep Redlands the way we want it. Councilman Martinez moved to table this item and research inhouse for alternatives. Motion seconded by Councilman DeMirjyn and carried unani- mously. PUBLIC E{FAR INGS Public hearing was advertised for this time and place on ordinance No. ' 1824, and for consideration of Planning Commission Resolution No. 600 Ordinance which recommends approval of Zone Change No. 256 which establishes a 5 No. 1824 change of zone from A-1 (Agricultural) District to R-1 (Single Family Residential) for approximately 4.7 acres of property located an the south Zone Change side of. San Bernardino Avenue, 1,300 feet east of Church Street. Mayor No. 256Roth declared the meeting open as a public hearing for any questions or comments concerning this change of zone. None being forthcoming, the public hearing was declared closed, and Redlands Planning Commission Resolution No. 600 was unanimously approved by the City Council on motion of Councilman Johnson, seconded by Councilman Martinez, and Ordinance No. 1.824, an ordinance of the City of Redlands adopting Zone Change No, 256, was by unanimous consent given its first reading by title only, introduced and laid over under the rules with second reading scheduled for September 20, 1983, at 7:00 P.M. On August 9, 1983, the Planning Commission denied an application for Zone Change No. 257, a proposed change of zone from R-S (Residential Suburban) and A-2 (Agricultural) Districts to R-E (Residential Estate - 14,000 i square feet) District for .65 acres of land located on the southwest corner of Pleasantview Drive and Marion Road. An appeal to this decision was filed in the Office of the City Clerk on August 1.2, 1983, and the City Council. set this time and place for hearing on the appeal. Mayor Roth declared the meeting open as a public hearing, y tea; Zone Change Mr. Harold Hartwick, speaking for the applicant Rill W. Simmons, felt No. 257. this zone change was good planning; that the lots would be large enough -: for homes which would enhance the neighborhood; and requested Council Anneal approval, or referral back to the Planning Commission to allow the appli- Denied cant to re-design. Mr. Bill Gilbert, 1625 Marion Road, spoke on behalf of the neighbors, many of which were present in the Chambers. Mr. Gilbert stated that most of the residents had bought their property because of the zoning and expressed concern about setting a precedent, and urged denial of this appeal. There being no further comments, the public hearing was closed. Council- man Gorman moved to deny the appeal and allow the applicant to go back to the Planning Commission for re-design. Motion seconded by Councilman m DeMirjyn, and carried unanimously. ORAI PETITIONS FROM THE FLOOR 1 Heidi Coffer addressed C ouncil regarding a parking ticket she received earlier in the day because she parked and locked her small motorcycle in Motorcycle the bicycle racks in the Redlands Mall. She pointed out that while her Parkinr, vehicle is considered a motorcycle, it only weighs 130 pounds and she does not feel safe parking in a lot where she cannot lock it up. Council referred her concern to the Chief of Police and Traffic Commission for ,i study. .` APPLICATIONS AND PETITIONS Mr. Nick Guia, representing himself as a senior advocate, again petitioned 4 Council to apply for federal funds for a"Senior Nutrition Site. Mr. d Senior Guia reviewed the history of the nutrition program locations over the Nutrition past six years, and stated Council must clearly state their position at Site tonight's meeting. He suggested money could be spent to expand the Joslyn Senior Center or the Community Center to accomodate the nutrition program, and volunteered to help in any way. �.a APPLICATIONS AND PETITIONS (Continued) Councilman Martinez said it was wrong for any one to say Council. has riot tried to come up with a solution, but that a great deal of cooperation Senior in the community will be needed. Councilman Johnson said he would like Nutrition to see a permanent home for the nutrition program but that it would he Site cheaper to take the seniors out to lunch in a restaurant rather than ' build a new facility. City Manager Holmes reported that Supervisor w Riordan has contacted us and is also studying the matter, Mayor Roth assured those concerned that the City and County are working on this ` matter and will continue to do so. ; a3 COB2MISSION/BOARD MATTERS Traffic Commission - The Traffic Commission and Police Department have i _�` recommended removal of the yellow loading zone and establishment of two- hour parking in front of Prescription City Drugs, and a no parking zone Resolution on the south side of Fairway Drive, east of Country Club Drive, Mr. P Jerry Arendt, owner of Prescription City Drugs, urged Council, to establish 2_ 1 No. 3}1.7 a ten-minute parking zone in front of .his business to accomodate customer's Traffic quick runs. For enforcement purposes, Councilman Johnson moved to amend Regulations Section Two, Paragraph 1, of Resolution No. 3917 to establish twenty-four. minute parking in front of Prescription City Drugs, 31 Past Citrus Avenue. " Motion seconded by Councilman DeMirjyn and carried unanimously. Council- man Johnson then moved to adopt Resolution No. 3917 as amended, a resolu- tion of the City Council establishing traffic regulations pursuant to Chapter 67 of the Redlands Ordinance Code. Motion seconded by Councilman DeMirjyn and carried unanimously, -_ Pursuant to Resolution No. 3553, the Traffic Commission approved a request` to remove the handicapped parking spaces on the north side of State Stroet, r, ' between Orange Street and Eighth Street. The Public Works Director K presented a survey his department conducted showing use of the handicapped; w. parking spaces on State Street. The Business Improvement District: also V conducted a survey and presented their information to Council. Concern r ; was expressed that removing all the spaces from one side of the street could prove most inconvenient for the handicapped. Different suggestions Handicapped were made as to which spaces could be eliminated as indicated by the T g ) surveys. Councilman Johnson moved to advise the Traffic Commission that Parkin1 � � Council does not support removal of the spaces on the north side of I State Street and to study this matter further. Motion seconded by Councilman Gorman and carried by the following vote: i AYES: Councilmembers Martinez, Gorman, Johnson; Mayor Roth NOES: Councilman DeMirjyn Councilman Gorman requested staff to study Resolution No. 3553 for a w,r revision which would allow Council to act on Traffic Commission recommend-' f ations regarding handicapped parking spaces. Funds Warks Commission - On motion of Councilman Johnson, seconded by Council- man Gorman, Council unanimously authorized the construction of a fountain Park at the Ed Hales Memorial Park at an estimated cost of $6,000.00, Donations: Fountain from. the public will be used towards the project with the balance to be taken from the Park Acquisition Fund. Rent Stab_lilzatio_n_ Board - On motion of Councilman DeMirjyn, seconded by Councilman-Jolhnson, Mr.—E. W. "Bill" Hughes was unanimously appointed to Appointment the Rent Stabilization Board to fill the vacancy created by Mr. Norton's resignation. COMMUNICATIONS Councilman Johnson stated that the Section 202 allocations will be made �r in October for the senior housing project under consideration through the Redevelopment Agency. Councilman DeMirjyn was in Sacramento last week and read a statement indicating the concensus of the participants of the seminar he attended was the deflator be suspended for the rest of the year and the $607 million in local government subvention be restored to the local government. This should happen by September 15,1933. He continued that the long-term proposals from the Legislature seem to either raise the sales t.ax or give O. j the local entities more latitude in taxing. Councilman DeMirjyn stated it was disappointing that everyone had their hand out - most disappointing; ' was the attitude of the elected officials. Concluding, he urged the Council to direct the City Manager to prepare several budget alternatives , for next year; one to maintain our current level of service, the second to provide for a five percent reduction for public safety and a ten �� percent reduction in all other City departments. _ r COMMUNICATIONS (Continued) Councilman Johnson also was in Sacramento for one day last week and noted it was voted to take no stand on a resolution opposing local income tax. He stated that Redlands budgeted for nothing from the state but it looks like we will receive funds in the near future. Fire Chief Ray Mills reported that Phil Sousa has completed an appraisal on the main fire station with three approaches - cost, market, and income. Fire The Insurance Service Office study shows that a third fire station has n Master been needed since 1955 and that we should have 1.16 men per 1,000 popula- Plan tion. Redlands currently has 1 per 1,000 and Chief Mills is studying the constant manning approach which will not require any additional personnel. A study is underway for a Fire Master Plan which will be much more detailed; Chief Mil'Is will keep in touch with Council as the study progresses. Councilman Johnson moved to commence the constant manning approach upon notification from the State of what Redlands will receive from the a cigarette tax. Motion seconded by Councilman Martinez. Councilmen DeMirjyi and Gorman stated they were not prepared to make a commitment and support this proposal at this time until further information was available. Following discussion, motion failed by the following vote: AYES: Councilmen Martinez, Johnson NOES: Councilmen DeMirjyn, Gorman; Mayor Roth t UNFINISHED BUSINESS _ Ordinance No. 1823, an ordinance of the City of Red:Lands adopting Ordinance Ordinance No. 1000 Text Amendment No. 167 which allows the Share-A-Home No. 1823 concept subject to Conditional Use Permit, was given second reading of _ the title only and adopted with wiaver of the reading of the ordinance Share-AHome in full, on motion of Councilman DeMirjyn, seconded by Councilman Johnson, Concept, by the following roll call vote: AYES: Councilmen DeMirjyn, Martinez, Gorman, Johnson; Mayor Roth NOES: None ABSENT: None Ordinance No. 1824, an ordinance of the City of Redlands amending the Ordinance Redlands Ordinance Code and Ordinance No. 1788 (the implementation "R")No. 182 ordinance under Proposition to clarify exemptions for projects con - structed pursuant to the authorization given in November, 1978, by Ballot Proposition treasures "B" and "S," was given second reading of the title and adopted ' with waiver of the reading of the ordinance in full, on motion of Council- R man Gorman, seconded by Councilman DeMirjyn, by the following roll call 5 Exemptions vote: AYES: Councilmembers DeMirjyn, Gorman, Martinez, Johnson; Mayor Roth NOES: None " ABSENT: None City Manager Holmes reported a new location has been found for storage of the Code 99 vehicle. More study is being done and will be reported to Council. in the future. NEWPss -------- r City Manager Holmes presented REsolution No. 3911 which implements salary changes as approved through employee negotiations and changes recommended by the City Manager. Said changes include raises for the Fire Chief and his three Division Chiefs; terminating the Police Chief's contract and 101including him as a regular employee in the pay and classification system; raising the Fire Prevention/Engineer position by ten percent; increasing 1 Resolution the Archivist Curator Position to RAnge 46; and incorporating a reorgani- e. l No. 3911 zation by forming a Community Services Department. The reorganization will reduce the City Manager's span of control from eleven major programs ' m Salary to seven and will increase the efficiency and effectiveness of operations.Commending City Manager Holmes for a job well done, Councilman Martinez moved to approve Resolution No. 391.1 as presented. Motion seconded by m - Councilman Johnson and carried unanimously. T` On motion of Councilman Johnson, seconded by Councilman DeMirjyn, Council * L' unanimously approved the Consultant Agreement for Jean Weber, Joslyn Consultant Senior Center Director, which increases her salary} in the amount of Agreemes5t $81.00 per month which is equivalent to that granted the general employees Jean Veber in the 1983-84 MOD. Following brief discussion, Council directed City Manager Holmes to change Mrs. Weber's status from a consultant to a permanent employee of the City. t 36 NEW BUSINESS (Continued) itf#7 Ordinance No. 1826, an ordinance of the City of.
