Zone Change No. 258 - City of Redlands
On October 18, 1983, the City Council initiated a change of zone for
property located on the northeast corner of Olive Avenue and Michigan
Street, known as 530 West Olive Avenue, from C-1 to an appropriate zone
that would be in compliance with the General Plan. The site is designated
for medium density residential uses on the General Plan. At its December �p�fVi��ti

13, 1983, meeting the Planning Commission recommended that City Council
i
deny Zone Change No. 258 citing the creation of a substandard lot and
undue hardshiplon the owner, and further recommended that an> future
request for achange of zone should be at the request of the of the
property. Having attended the Planning Commission meeting, Mayor Beswick
reiterated their minutes and recommendation. Citing the Planning Commis- ��'l'tr1V�s�fil�tf°
sion's findings, and noting that many letters had been received from
neighbors requesting that the zone change not be approved, Councilman
Martinez reversed the earlier decision and moved to approve the Planning 1f7i4��t� �f,
Commission's recommendation and deny Zone Change No. 258. Motion
seconded by Councilman Larsen and carried by AYE votes of all present.
Minor Subdivision No. 133 - Richard Feenstra �y 4

That the request for approval of Minor Subdivision No. 133, for the
subdivision of approximately 1.5 acres of land into two parcels for
property located at 325 North Grove Street, R-2 Zone, be approved based
on the findings of the Planning Commission and subject to the recommenda-
tions of all departments as contained in Planning Commission minutes3�) 'li}���
dated December 13, 1983. Stating that Council finds that pursuant to
Section 66474.5 of the California Government Code, Minor Subdivision No.
133, together with the provisions for its design and improvement is
consistent with the City's General Plan and any applicable specificplans;
that none of the conditions provided in California Government Code Section
66474 exist on this map, and that pursuant to California Government Code
Section 66474.6, the discharge of waste from this subdivision apparently ��)
will not result in violation of existing requirements prescribed by the ���jr� y

All requirements as outlined in Council minutes dated May 17, 1983, having
been complied with, it is the recommendation of the Planning Department
that final approval be given Minor Subdivision No. 123. On motion of
Councilman Martinez, seconded by Councilman Johnson, this recommendation

All requirements as outlined in Council minutes dated July 5, 1983,
having been complied with, it is the recommendation of the Planningti��11��)is�lsy

motion of Councilman Martinez, seconded by Councilman Johnson, this
recommendation of the Planning Department was approved by AYE votes of
all present.

having been complied with, it is the recommendation of the Planning

report regarding the re-roofing of his house, and stated he had contacted

two contractors who state the existing roof that does not meet City
codes will have to be removed entirely and be replaced. He cited Section
84005 of the Redlands Ordinance Code and stated he felt he had followed
Bob Marlin's the manufacuter's installation requirements, and that he was in complianc

V�fisStl�{'� the meeting, Mr. Martin again approached Council and asked for postpone-
ment of his arraignment in court scheduled for December 23 as he was
' I leaving the state this evening and his attorney also was not available
�Sti �;���tt4} on that date. Attorney Riddell stated this was an order of the court,
and it was beyond our control to ask for a postponement. He suggested
Mr. Martin appear before the judge Wednesday morning and present his
request to the judge at that time as the City Attorney could not represen
him.
COMMISSftON/BOARD MATTERS
Parks Commission - Commendingthe ad hoc committee, chaired by Bill
Bonadiman, for their efforts and work on the study regarding the blanket
Redland8 problem at the Redlands Bowl, Dr. Zimmerman presented their report and
Bowl recommendation to Council. Councilman Martinez moved to accept the Parks
Blanket{
Commission recommendation that the use of blankets, unattended, to
I Ban reserve bowl seating not be allowed for a one-year trial period, and
signs be posted so that the public will be made aware of this, and that
it also be noted on the programs and advertising for each event. Motion
it seconded by Councilman Larsen and approved by AYE votes of all present.
Councilman Larsen reported that the landscaping and fountain at the
�k{�; i' Funds Ed Hales' Memorial Park are nearly finished. Because of time constraints
the planter was not included in the original project; therefore, Council-

Mayor Beswick moved to appoint Janice Nicks to fill the vacancy on the
Planning Commission created by the resignation of Carole Beswick upon
her election to City Council; to appoint James H. Lauer to fill the
Appointments vacancy on the Parks Commission created by the resignation of Richard
Larsen upon his election to City Council; to reappoint Richard Bartlett
10{ to the Planning Commission; and to reappoint Dr. Henry G. Ditmar to the
Library Board. Motion seconded by Councilman Johnson and carried by
AYE votes of all present.

COMMUNItYATIONS
A letter has been received from the Chamber of Commerce recommending
�lr y tt�s consideration be given to annexing the "West Redlands Boulevard Corridor"
from Alabama Street to California Street, and suggesting that cost/
i $V, benefit studies be started regarding possible annexation of the "island"

bound by the Tennessee Freeway, Lugonia Avenue, California Street, and
Annexat
ons the Santa Ana River. Council discussed other areas that should also be
studied, and on motion of Councilman Martinez, seconded by Councilman

December 21, 1983, from 4:00 P.M. to 6:00 P.M. hosted and financed by (tryst ,`
members of the City Council.
Mayor Beswick noted invitations were received to attend the change of
command ceremony at Norton Air Force Base in January,

Councilman Larsen reported that the City Council wishes to host a picnic ��4�1i5`yr
to honor City employees possibly on March 11th and solicits the support
of the community. This will also be further discussed at the December
29th retreat.

Ordinance No. 1831, an ordinance of the City of Redlands amending Section
52.00 of Zoning Ordinance No. 1000 to allow a public hearing before the ��'t1t�� , tt}''��
Orrdinannce City Council on Conditional Use Permits and revising time extension
provisions for Conditional Use Permits, was given second reading of the
Conditional title and adopted, with wiaver of the reading of the ordinance in full
Use by unanimous consent, on motion of Councilman Martinez, seconded by

NEW BUSINESS
Public Works Director Donnelly reported that the Friendly Hills Mobile
Estates, an existing mobile home park located east of Crafton Avenue
between Mentone Boulevard and Nice Avenue in Mentone, has experienced
severe septic tank and leach line failures in the past two years. The
owners have been under pressure from the County Health Department and ttt,rr�;r;t�
Outside the State Regional Water Quality Board to connect to a sanitary sewer frit}ity�� %

Sewer system. As a result of a recent housing development on Crafton Avenue, 0
Service a sewermain was constructed by the County and is now available subject
to County approval at the corner of Crafton and Nice Avenues. On motion
of Councilman Johnson, seconded by Councilman Larsen, Council app roved
by AYE votes of all present sewer service to 48 existing spaces on the ty1V i �t �g1�r
Friendly Hills Mobile Estates at 2140 Mentone Boulevard.
Public Works Director Donnelly explained that recent legislation (AB 1362) 1,�`r��t�i,I�(t;`,
requires every County to implement a program to monitor underground
storage of hazardous substances. A city may, if it chooses, assume the �r'rfri�tt 4,°
responsibility for implementation of these requirements. The Department
of Environmental Health Services has been authorized by the County asi`it},� �
lead agency for hazardous waste management and by the State Department
Ordinance of Health Services in a Memorandum of Understanding as the local enforce- ��tsir'�NE
No. 1832 ment agency for hazardous waste. As such, the County will routinely have )
inspectors at most facilities that store hazardous materials underground.
Underground AB 1362 provides that any local entity which, prior to January 1, 1984,
Storage! of has adopted an ordinance meeting certain minimum criteria, is exempt
Hazardous from the full provisions of the State law. This State law includes
Substances provisions for permit surcharge payments to State agencies and loss of
local control. The Department of Environmental Health Services is
submitting an ordinance for consideration by the Board of Supervisors
which will meet the minimum cirteria set for in AB 1362. In order to
provide for uniformity of requirements and enforcement for affected
industires, it is recommended that the City Council adopt the San Bernar- 1 �s,a,{;�`��
dine County Ordinance by reference and name the Department of. Environ-
mental Health Services as the implementing agency. Al
Ordinance No. 1832, an urgency ordinance of the City Council of the City
of Redlands adopting Division 8 to Title 3 of the San Bernardino County
Code which adds provisions pertinent to Underground Storage of Hazardous }rrrrrr��t ;
Substances, was adopted, with unanimous consent to waive reading of the � �It�s,'1'-
ordinance in full,by the following roll call vote:
