The meeting was opened by Mayor Beswick with the pledge of allegiance
followed by the invocation by Councilman Johnson.

Minutes of the regular meeting of December 20, 1983, were approved
as submitted.
Bills and salaries were ordered paid as approved by the Finance i
Committee.

Review of the City and Redevelopment audits was rescheduled for
the January 17, 1984, meeting because the auditor was unable to
be present at this meeting.
Council recessed at 3:05 P.M. to a Redevelopment Agency meeting
and reconvened at 4:00 P.M. to a closed session for the purpose
of discussing items covered under the attorney/client privilege. �ss'��ttrylhs

Council reconvened at 7:00 P.M.
Vice Mayor Johnson presented a plaque with the City seal to
resentation Col. Robert Custer thanking him for his work and for fostering ISO,il7s�sSI
good relations with the City of Redlands while Commander at Norton
Air Force Base.
Mayor Beswick read a proclamation declaring Sunday, January 15,

ORAL PETITIONS FROM THE FLOOR
�tts�tis Diane Hartwick, a junior at Redlands High School, requested Council's
t ,s� support for participation in the CloseUp Program in Washington,
�R,4z1t� D.C. Miss Hartwick explained this program provides students and
CloseUp teachers with the opportunity for intensive, firsthand study of
Program our government while in Washington, D.C. , for a week. Councilman
DeMirjyn moved to support this endeavor; motion seconded by
Councilman Martinez and carried by AYE votes of all present.
COMMISSION/BOARD MATTERS
Business Improvement District - City Treasurer Michael Reynolds
reviewed the history of the establishment of the Business Improvement
Bus

District and provided copies of state and local legislation. In

COMMUNICATIONS

Stating she felt it was terrifically valuable time spent, Mayor

Beswick thanked everyone that was involved in the Council Workshop
held on December 29, 1983.
Vice Mayor Johnson reported a change of command ceremony will be
held at Norton Air Force Base on January 6, 1984, at 3:00 P.M.
Vice Mayor Johnson reported that Shirley Harry was made Citizen
of the Year by the Inland Empire Magazine.

. NEW BUSINESS
Ordinance No. 1833, an ordinance of the City of Redlands amending
the Redlands Ordinance Code relating to the abatement of weeds
and rubbish, was by unanimous consent given its first reading by
Ordinance title only, and on motion of Councilman DeMirjyn, seconded by
No. 1833 Councilman Johnson, was introduced and laid over under the rules
with second reading scheduled for January 17, 1984. Changes
Weed incorporated include recording weed abatement liens against
Abatement propertcoontroolles on a of weedsr in lar bais;situations wwhereding norrmalr the control of methodschemical

impractical; and increasing the administrative charge to cover
the additional charges for recording liens and inflation costs.

Building and Safety Director Dale presented for discussion a draft
ordinance consolidating and repealing portions of the Redlands
Nuisance Ordinance Code to provide a comprehensive nuisance abatement
Abatement procedure. Councilman Johnson felt that Sections 54101(g) Fowl,
'Ordinance Birds at Large, and 54101(1) Infested Trees were overstated.
Referring to Section 54109, Councilman Johnson thought immediate
t5suj,tsrtif , hazards should be acted on only by the City Manager and the Fire
V� 1 or Police Chief and possibly should include a reference to the
Fourth Amendment rights. The City Attorney will review these
sections and report back to Council at their next meeting.
