County Service Area 110 Agreement

The City .and County entered into an agreement on March 12,
1984, relative to the formation of County Service Area 110.
The Local Agency Formation Commission adopteda resolution
on March 14, 1984, containing language that required
modification of the agreement as requested by the City of
Loma Linda. Valery Pilmer, County Associate Planner,
distributed an updated schedule for the establishment of
CSA 110 and answered questions. Councilman Larsen moved

Vice Mayor Johnson read a proclamation declaring the month

A Proclamation declaring May 13-19, 1984, as Preservation
Proclamations Week was presented by Vice Mayor Johnson to Janet Piper from

Hire a Veteran Week was proclaimed for May 6-12, 1984, and
the document was presented to Herb Herrera, Veteran Employment
Representative from the Employment Development Department.

Public hearing was advertised for this time and place for Ordinance
No. 1844, which establishes a change of zone from A-1 (Agricultural)
District to R-1 (Single Family Residential) District for approximately

Ordinance No. 1844 was introduced and laid over under the rules

City Attorney Holmes reported on proceedings concerning Ford
Engineering and Construction Corporation, owner of property located
at Alabama Street and Park Avenue, and a potential violation of
the Subdivision Map Act. A public hearing was held on April 3,
1984, to allow the owner to present evidence why a Notice of Violation
should not be recorded; saidublic hearingwas continued to this
time at the request of the owner. Vice Maor Johnson re-opened
the meeting as a public hearing on this matter. It was noted that

Ma Act would be cured. Therefore, he moved to instruct staff to

COMMISSIPNIBOARD MATTERS
(Resolution Traffic Commission - On motion of Councilman DeMirjyn, seconded
jNo. 3962 by Councilman Martinez, Resolution No. 3962, a resolution of the
City Council directing the installation of a stop sign on North
Stop Sighs Garden Hill Drive at Ford Street, was approved by AYE votes of all
present.
Councilman Johnson requested the Traffic Commission to conduct a

study of the uncontrolled intersection of Palm Avenue and Serpentine
Drive to determine the need for two- or four-way stop signs.
COMMUNICATIONS
A public hearing has been scheduled before the Riverside Count}
Board of Supervisors to consider a proposed expansion of the DeAnza
Cycle Park on Tuesday, May 15, 1984, at 1:30 P.M. Said public ".r>'�
hearing will be held in the Riverside County Administration Center
Board Room, 14th Floor, 4080 Lime Street, Riverside.
jBudget study sessions, which are open to the public, will be held
in the Council Chambers on the following dates: May 8 at 7:00 P.M.; N�
May 15, following the afternoon Council meeting session; May 22,
at 7:00 P.M.; June 5 following the afternoon Council meeting session; 117'
and June 12 at 7:00 P.M. This schedule calls for formal adoption.

Police Chief Brickley presented and summarized a report prepared
by Diversified Communications Engineering for the Redlands Police
Department Dispatch Center Upgrading Project. Mr. Jerry Campbell,
President of Diversified Communications Engineering, was present
}g �� Funds and answered Council's questions. Councilman Larsen moved to
authorize the purchase of the Motorola system as recommended in
Police the report to the Redlands Police Department, Dispatch Center
Dispatch Upgrading Project, prepared by Diversified Communications Engineering
, Center of Calimesa dated April Z 1984, using an advance from the Insurance
kt01,1' Fund not to exceed $107,967.18; and to authorize a contract with
Diversified Communications Engineering at a cost not to exceed
QM $2,500.00 for consulting services during implementation and
installation of the system. Motion seconded by Councilman Martinez
and carried by AYE votes of all present.
Chief Brickley briefly reported that the City is prepared to go
1"1 on the nine-one-one emergency system on May 4, 1984, and that the
9-1-1 County system will be ready July 7, 1984. Stating he felt the City

Services Hicks and Hartwick, Inc, to provide engineering design for the
reconstruction of the intersection of Redlands Boulevard and Colton
Redlands Blvd, Avenue. Public Works Director Donnelly reported that engineering
& Colton; Ave. services cost would not exceed $11,100.00, that all design would
a be completed within 90 days, and all costs will be paid out of Gas
Tax Funds.
Council commended Mr. Donnelly for recommending local firms for
the above projects and trying to keep the work within the City.

Community Development Administrator Schindler presented a draft
revision to Ordinance No. 1788, an ordinance implementing the
initiative ordinance known as Proposition "R" and stated the most
substantial changes were contained in the fire, architecLural, site �(�I�si r
and grading design, and preservation of agriculture categories.
He noted that the application and allocation dates had also been
revised with the processing time increased to ten weeks.
Councilman Johnson presented a complete revision to Paragraph C.3.a.
for the Storm and Flood Drainage points category which would award
points based on the percentage of coverage of the total lot or
project area by the roof and all paved areas on the site. Council
Ordinance concurred to replace this paragraph with Mr. Johnson's recommendation.
No. 18413 Council also concurred to make other changes as follows: Paragraph
C.3.b. was changed to five (5) points; a paragraph was added to V I4'�
Proposition Section G, Alteration_ of Approved Projects, stating that the Council � ,'�'��+;,��4F
PRP review of altered approved projects would be based upon the ordinance Ah,,IP�r;�;`
in effect at the time of the original point allocation; and language
in Section I was amended regarding the expiration of a development t'}
