Budget Study Council recessed at 3.06 P.M. to a Redevelopment Agency meeting and reconvened at
5:15 P.M. and continued study of the proposed 1985-86 budget. The following were;
reviewed. Public, Works Department, Town Center Manager, Business improvement.
District, Gity--Owned Housing, Parking District, Retirement, Redevelopment, Building
Maintenance, supplemental requests with the Gity Manager's ri>,commendations.
Council briefii recessed at 6:45 P.M. and reconvened at 7:00 P.M. and continued the
budget stud} session by reviewing the estimated revenue portion of the proposed
budget. Council concurred to adjourn this meeting to June 25, 1985, at 5:00 P,M. in
the City Hall Conference Room for final review of the proposed budget and possible
adoption.

Presentation Mayor Beswick presented Dr. Roland Zimmermann with a City Seal plaque honoring
,a him for his service on the Parks Commission from November 18, 1975, to June 16,

PUBLIC 0EARINGS
Revenue ' Public hearing was advertised for this time and place for any questions or comments
Sharing concerning the use of the Revenue Sharing Funds for fiscal year 1985--86- Mayor
Funds Beswick declared the meeting open as a public hearing; no comments being forthcoming,
the public hearing was declared closed. Councilman Martinez moved to transfer all
Rr,cciiue Sharing Funds received for fiscal year 1985-86 to the General Fund. Motion
seconded by Councilman Larsen and carried unanimously,

Ordinance Public hearing was advertised for this time and place for Ordinance No. 1875, which
No, 1875' establishes a change of zone from R-1 (Single Family Residential) District to R-2
(Multiple Family Residential) and O (Open Land) Districts for approximately 11 acres r
Zone Change, of land generally located west of Orange Street between Pennsylvania Avenue and San
No, 279 Bernaridno Avenue as recommended by Redlands Planning Commission Resolution
No. 641, Mayor Beswick declared the meeting open as a public hearing for any
questions or comments concerning this change of zone. Mr, Me Behzad urged
approval of this zone change. There being no further comments, the public hearing

Councilman Larsen moved to approve the Environmental Review Committee's Negative
Declaration for Zone Change No. 279, and directed staff to file and poet a "Notice of -
= Determination" in accordance with the. City's guidelines. Motion seconded by Councilman
Martinez and carried by the following vote:

Ordinance No. 1875, an ordinance amending Ordinance No. 1000 of the City of Redlands
by adopting an additional land use district map as part of the Official Land Use District
Map and effecting 'bone Change No. 279, was given its first reading of the title by City
Clerk Poyzer, and on motion of Councilman Larsen, seconded by Councilman Martinez,
further reading of the ordinance text was unanimously waived. Ordinance No. 1875
was introduced and laid over under the rules with second reading scheduled for July 2, AL
1985, on motion of Councilman Larsen. seconded by Councilman Martinez, by the following

No. 1876 approves Amendment No. 1. to Specific Plan No. 26 for approximately 36.96 acres of E
land generally located north of Barton Road, east of Alabama Street, west of Kansas
Amendmout Street and south of Orange Avenue, as recommended by Redlands Planning CommessionRI
No. 1 to Resolution No. 645. Mayor Beswick declared the meeting open as a public hearing for
Specific Plan anv questions or comments concerning this matter. Mr. Pat Meyer recommended adoption yy
No. 26 of this amendment. There being no further comments, the public hearing was declared
closed,

COMMUNICATIONS
5 Community Services Administrator Rodriguez presented a report from the City Owned
Housing Ad Iloc Committee identifying the residents, costs to the City and recommending
NA 114 alternative uses. Mayor Beswick commended the committee for their excellent report,
1 Councilman Larsen moved to approve Resolution No. 4074, a resolution of the City
Council of the City of Redlands adopting the recommendations of the Ad Hoc, City- r
Owned Housing Committee as contained in their report elated June 18, '1985. notion
seconded by Councilman DeMirjyn and carried unanimously,
Councilman Martinez moved to donate $100.00 to CLASS, a Cultural 'League Advocating
Support of the Arts in Society. Motion seconded by Councilman Larsen and carried S
unanimously.
Councilmembers will personally purchase Redevelopment Project bricks in the names z
of E, G. Judson and Frank Brown, founding fathers of Redlands.

Ordinance Ordinance No, 1857, regarding mobilehome park rent stabilization, was again presented ` r
No, 1857 with the revisions approved by Council at their last meeting. In the interest of clarity,
Councilman Johnson stated he would abstain from the discussion on this matter and
Mobilehome removed himself from the Council dais. A majority of Councilmembo s agreed to add
Park Resit: Section 37411,1: Vacated Spaces. Mr. Dick Bessire, representing the owners of Orange
Sta;bilizaHon Grove Mobile .Estates, pleaded to decontrol any vac afed space, subleased space, or
a space upon which a mobilehome has been sold to a new tenant.

Fountains Homeowners Association, Shirley Hiett presented several suggested changes,
Councilman Martinez moved to table this matter for a brief time to allow Attorney Raddell
to discuss these comments with Ms, Hiett, Motion seconded by Councilman Larsen and "
carried. A short time later, Ordinance No, 7.857 was taken from the table and acted
on, Ordinance No. 1857, an ordinance of the City Council of the City of Redlands
amending Article 374 of the Redlands Ordinance Code to stabilize mobilehome park
rents, was given its first reaching of the title by City Clerk Poyzer, and on motion of
Councilman Martinez seconded by Councilman DeMirjyn, further reading of lho Ordinance
text was waived Councilman DeMirjyn then moved to introduce Ordinance No, 1857
as revised by the addition Of Section 37411.1: Vacated Spaces. Motion seconded by

William Bonadiman to a three-year term on the Public Works Commission which will
commence upon approval and adoption of Ordinance No, 1877 and expire November 16,
1988. Motion seconded by Councilman Larsen and carried by the followirig vote:

s ; Airport : Councilman Larsen moved to reappoint Valerian LaSalle and John Rocket to four-year
Advisory, terms oil the Airport Advisory Board commencing July 1., 1985, and ending July 1, �z
Board 1989, Motion seconded by Councilman Martinez and carried unanimously.
Traffic Councilman Johnson moved to reappoint Harry John and Dr. Robert: Schulze to four-
Commission year terms on the Traffic Commission commencing July 1, 1985, and ending July 1,
1989.
ERC Appeal The preservation of Landmarks and Neighborhood Organization has attempted to appeal
the recommendation of the Environmental. Review Committee to approve the adoption
CUP 427 of a negative declaration for Conditional Use Permit No, 427 relating to the Burrage
Burrage %lansion. The City Attorney has prepared a memorandum stating the appeal seems to
Mansion be inappropriate and unnecessary and that the $100 fee should be refunded as the
request will be before the Planning Commission and City Council at which time the a
appellants may address their concerns. Therefore, the City Council took no action
on the request at this time.

At this time, it is the recommendation of the Department of Public Works that award
be made to Tonco Construction and Equipment Rental of Yucaipa, as theirs was the
lowest, responsible: bid. On motion of Councilman Johnson, seconded by Councilman
DeMirjyn, unanimous Council approval was given to the award for the construction of
Zanja crossings at Judson Street, Lincoln Street, and Dearborn Street to Tonco
Construction and equipment Rental in the amount of $279,702.30.

MusicMusic Boosters, Inc, was unanimously granted permission to operate food and game y

Declaration On motion of Councilman Johnson, seconded by Councilman DoMirjyn, Council unanimously
of accepted a Declaration of Dedication from the Redevelopment Agency in connection with
DedieaLion the Redlands Mall parking lot on the south side of Citrus Avenue between Eureka and
Fourth Streets.

Claims On motion of Councilman Johnson, seconded by Councilman DeMirjyn, the following
claims were: found not to be proper charges against the City and therefore rejected:
Merwyn Ann Compos in the amount of $6 Million; Larry Erickson in the amount of
