It was noted that in accordance with Proposition R's implementing ordinance, we may �
issue up to 225 allocations it this time. The remaining 182 allocations will be added
'. to the second phase allocation at which time 407 development allocations will be available.

Svstern involve Ordinance No. 1677, an ordinance prohibiting the issuance of any permits or
Capacity approvals for connections to the water and sewer systems once such municipal systems
have reached ninety percent (90%) of their total capacity. Councilman DeMirjyn Celt
that the City was under emergency conditions now as indicated by the use of water
that is not up to standards. He urged Council to stop issuing any permits until we
clear up thea water problems.
' Utilities Engineer David Garcia responded to Council's questions and stated we will
probably exceed the 90 percent capacity if this extremely hot weather continues.
Councilman Larsen felt Council needed to give this to staff for analysis and a report,
and to not overreact at this moment without having had the opportunity to study the
entire,, situation. No action was taken at this meeting and Mr. Garcia will report back
to Council.

Conditional Use Permit No. 433 - Parkwest Development
Councilman Larsen moved to approve the Environmental.Review Committee's Negative
Dei 1 iraLion for Conditional Use Permit No. 433 for the development of a seven unit
apartment building on 0.43 acre on the east side of Church Street between the I-10
'. Freeway and the A.T.& S.F. Railroad. and directed staff to file and past a "Notice
of Determination" in accordance with the City's guidelines. Motion seconded by

Councilman Larsen moved to approve Conditional Use Permit No. 433 based on the

Residential Development Allocation No. 84-3B - Transfer
Councilman Larsen moved to approve the transfer of Residential Development Allocation t
No. 84-3B from Sundance Hornes to the Hill Williams Development Corporation. Motion
t seconded by Councilman Martinez and carried unanimously. Attorney Holmes suggested
asking Sundance Homes for a notarized statement.
Council recessed at 3:30 P.M. to a Redevelopment Agency meeting and re;nonvened at
3:30 P.M. to a closed session for the purpose of discussing matters covered by
Attorney/Client privilege, personnel, and impending litigation identified as the Five
lawsuits brought against the City by the Redlands Unified School District. In accordance

with State law, the City Attorney prepared a confidential memorandum to Council providing
justification for the closed session. Council reconvened at 7:00 P.M. at which time
Councilman Martinez was absent.

ORAL PETITIONS FROM THE FLOOR
' Me, Esther Ringer questioned the process followed for approval of the construction
of in apartment building on Eleventh Street and stated she and her neighbors had not
a received notification. Because she had so many concerns, Council asked ghat she and
her neighbors meet with staff in order to answer her specific questions as the information
' she seetred was not available at this location.

Palm Tree Street Superintendent Ron Mutter explained that the Traffic Commission had received
' Remacaa request to remove sonic palm trees in front of 500 West Redlands Boulevard as they N
appeared to be a traffic hazard. The Traffic Commission tabled the :request to allow
time to review redevelopment landscaping plans. Mr. Jim Glaze, Sr. appealed this
decision and urged Council to consider this request as quickly as possible. Staff
concurs with Mr. Claze's request to remove the halm trees. Councilman Larsen moved.
to authorize the removal of the palm trees in the center island at 500 West: Redlands
Boulevard. Motion seconded by Councilman Johnson and carried by AYE votes of all
present.

Cable TTS Councilman Larsen asked staff to carefully review the cable television franchise to be
Review sure all conditions are being met as he felt they were not going out of their way to
service tbo public and have raised their rates without,advance notice. He asked that
this report be. presented to Council on July 16, 1985.

ERC Appeeal The Preservation of Landmarks and Neighborhood Organization's appeal regarding
Conditional Use Permit No. 427, Burrage Mansion, has been reviewed further by the
AM CUP 427 City Attorney and he has advised the Council that it would probably be better to allow :<

Burrage the appeal to proceed as filed and to revise the City's GEQA Guidchnes to so provide
Mansion as soon as possible. The Council concurred and set August 20, 1985, at 7:00 P.M.
for a hearing on this matter.
Budget City Manager Holmes stated the five percent budget reduction reports had been placed
Reduction in each Councilmember's mailbox on Friday, As Councilman DeMirjyn raid not recall

meeting.
NEW BUSINESS
Outside Community Development Administrator Schindler prepared a roport of the Proposition li
Service allocation procedure for outside City water and sewer connections. Council reviewed ?
Connections this report and directed a draft resolution be prepared for the July 16, 1.985, meeting
implementing Option II and adding No, 6 from Option I and adding the optional provision
regarding unused allocations. LeRoy Hansberger and Bob Ritter. Chresten Knndsen's
attorney, addressed Council expressing their opinions.

Appointnnnts was appointed to the Housing Commission to complete a form which expires January 18,
1988. On motion of Councilman Larsen, seconded by Councilman DeMirjyn, Carole Kings
