Site: Approval for Conditional Use Permits Camnmunity Development Administrator Schindler reported that during the two previous Planning Commission ineetirigs, the Commission has recommended site, approval only �N for two seiuor citizen type projects. The original intent of the provisions providing for such a procedure was to "test the water" when it appeared that an application might „ be controversial and thus allowed an applicant to submit a less than complete application. ' In Such cases, the application is filed and advertised as "site approval" only. The granting of site approval only nnplies that the application is assured approval subject �r t to revision of the plans which may or may not be true. If the Planning Commission wishes to continue the practice of approving the site only, Mr. Schindler feels that there should not be a recommendation to the City Council until a comp'le'te and acceptable yk site .tan accompanies that recommendation. 1 p 1 a Clcariditional Use Permit No. 447 Site; Approval - Medici Equities Following discussion regarding site approval only for Conditional Use Permits, Councilman Deybtlyn moved to return time recommendation for site approvalonly for Conditional a Use Permit No. 447 an application for a 62 unit senior citizen planned residential V. development for 8.74 acres of land located on the west side of Grove Street (Senior Street) between Cypress Avenue and Palm Avenue, R S 'Lone, to the Planning Commission pursuant to the zoning Ordinance and return to the City Council as a complete package. r Motion seconded by Councilman Martinez and carried unanimously. Council recessed at 3.25 P,M. to a Redevelopment Agency meeting and reconvened at 3:50 I M to a closed session for the purpose of discussing matters covered by attorneyichent privilege, personnel, and impending litigation. In accordance with State law, the City Attorney prepared a confidential memo to Council providing in,;fit Leal,ioin for the closed session. Council ,reconvened at 7:00 P.M. Goodwill Commenting on a recent trip to the State of Sonora Mexico, Councilman Martinez said Trip this was one of the most exciting and informative trips he has made as an educator and member of the City Council, and stated we have one of the finest police departments in the Stat.o. He then asked Lt. Careens to report on their trip. Lt. Garonne thanked Council for allowing them to donate two used police cars to the Sonora State Police as i a token of appreciation for their assistance in the apprehension of the suspect in an assault against a 10 year old Redlands' boy. Seven officers from Redlands delivered the cars and a colloction of handcuffs, batons, and other personal equipment and spent several days of their own time sharing their expertise in tactical training for 120-150 rico In conclusion, Lt- Gaionna presented Councilman Martinez a "used hat" which represented his status as an honorary member of the Swat 'ream of the Redlands Police Depal"Imeint, PUBLIC HEARING _ ,> R Ordinance♦ Public hearing was advertised for this time and place for Ordinance No. 1890, anrk ' ) ordinance effecting Zone Change No 287, a chane of zone from A-1 Agricultural No. 9830' €' g' g ( rs; District to R 2 (Multiple Family Residential) District for approximately 4.40 acres of Zone Chahge property located on the south side of Orange Street, 330 feet west of Tennessee Street, No, 287 as secummended by Planning Commission Resolution 1Vo, 663. Mayor Beswick declaredJr the meeting open as a public hearing for any questions or comments concerning this change of zone. None being forthcoming the public hearing was declared closed. Councilman Martinez moved to approve the Environmental Review Committee's Negative Declaration for Zone Change No 287 and directed staff to file and post a "Notice of Determination" in accordance with the City's guidelines. Council concurred to send a tetter to the County Board of Supervisors supporting the re-opening of this plant and to enlist the z aid of the Chamber of Commerce. COMMUNICATIONS ra Zanja Mayor Beswick reported that suggestions received for work on the 2,anla have been Project referred to the Centennial Committee for consideration as a centennial project. NLI Disaster Mayor Beswick reported that Lt. Clete Hyman of the Police Department called a meeting Council of the Disaster Council and has been in contact with the businesses in Redlands and a the Neighborhood Watches. Although the PTA has been active in d saste r preparedness ':. Mayor Beswick noted the School District needs a nudge to comply with State Law. 01 Parks and Councilman Larsen commended Community Services Administrator Rodriguez and SO I Recreation Commissioner Kay Mason for their work on the Five-Year Parks and Recreation Capital Plan Improvement Plan. Vice Mayor Johnson inquired if the Water Treatment Plant Bonds had been sold, whether or not the contract had been signed and if it would be valid after thirty days. Public Works Director Donnelly responded the bonds had not yet been sold nor the contract signed and would check into the bid's validity. UNFINISHED BUSINESS Ordinance Ordinance No. 1889, an ordinance amending Ordinance; No. 1000 by adopting an additional No. 1886 land use district map as part of the official land use zoning map and effecting Zone � Change No. 286, a change of zone from R-S (Residential Suburban) District to R 1 Zone Change (Sia-lel Family Residential) District for approximately ten acres of property located No. 286' on the northwest corner of Colton Avenue and Wabash Avenue, was given its second 1r € reading of the title. by City Clerk Poyzer, and on motion of Councilman Larsen, seconded by Councilman Martinez, further reading of the ordinance taxi. was unanimously waived.
