Schindler, Community Development Administrator t Darrell Cozen, Assistant Community Development Administrator ti z'e Mike Atencio, Community Planner Karen Nikos, Redlands Daily Facts John DeLeon, The Sun Shirley Harry, Member of the Public ABSENT Tim Johnson, Councilmember The purpose of this adjourned regular meeting was to hold a joint meeting with members of the Planning Commisison to discuss the following topics: Architectural Design Review - Councilmembers and Planning Commissioners agreed that staff should not allow marked-up plans from developers and that good landscaping plans should be available to the Planning Commissioners for their review of projects. It was suggested the Historic and Scenic Preservation Commission designate streets for design consistency with the surrounding area. Planning Commissioners ars; to be sensitive to design in the area. It was noted by Mayor Beswick that Proposition R does not address this matter as was seen by the recent tour of projects built under Proposition R provisions. Planning Commissioners were assured by Councilmembers they would �5tm.P(*r­t;--41,W-P1ft i€, ssicros=.dreisian =aTs3iggc+t�rttitrre, be supportive of the Planning Commission's efforts as a design review board. (Amended 3/4/86) Sign Design Review_ - It was noted that it was not so much a reduction in size but that better quality was wanted and that the design of signs should be compatible with the building. Improved Development Standards - It was reiterated that Proposition R does not address this and that the City was going to have to come up with legislation to control these standards. Greenbelt c nbelt Development - An agreeable definition of "greenbelt" is needed, San Timoteo Canyon and the Santa Ana Bluff were mentioned as greenbelts, but some felt: more open space throughout the City was desirable. Further information will be obtained from SLAG and. Sanbag regarding the Santa Ana River Drive project discussed several years ago. Councilmember Larsen wanted a policy in effect - not just guidelines - noting that developers will have to implement greenbelts and that the City must have a policy for them to follow, Pete Dangermond will be contacted for further information to draft a policy for review by these bodies. Code FnforceMent - City Manager Holmes reported that an ordinance will be prepared by the eity Attorney for the March 18, 1986, Council meeting to address this matter. The City Manager was directed to provide a cost analysis for the City Council showing, fees being collected which should support additional staff in City Hall. It was apparent that more staff was needed to do what the Planning Commissioners and Councilmembe.rs „ desire and that the City must provide the service to justify the fees being charged.
