MINUTES of an adjourned regular meeting of the City Council, City of Redlands held in the
Council Chambers, 2;2 Brookside Avenue, on October 13, 1987, at 7:00 P.M.
City Clerk Poyzer called the meeting to order and immediately recessed it to the
Municipal Corporation Yard, Building C, 1270 West Park Avenue.

ABSENT Richard N. Larsen, Mayor Piro Tem

Tim Johnson, Councilmember
CDBG Program Action on the Community Development Block Grant Program was continued to this
meeting. City Manager Homes requested that this matter be continued to the
October 20, 1987, meeting when further information would be available.
A joint meeting of the City Council and the Planning Commission was scheduled for
this time to discuss the draft Northeast Specific Pian. Although a quorum of the
City Council was not present, the study session continued for those present.

Northeast Steve McCutcheon, C-M Engineering, :reviewed the draft Northeast Specific Plan.
Specific Flan Several alternatives were presented, one which will not be implemented if. Measure N
passes at the November 3, 1987, election. During the discussion, Mr. Bill Cunningham,
member of the Redlands Association and one of the authors of the initiative ordinance,
1i Measure N stated that PRD's and TDR's are allowed under Measure N.
