City Attorney Dan McHugh presented Ordinance No. 2018, an ordinance of the City
of Redlands placing temporary restrictions on the issuance of building permits within
y
the City and allocations and connections to the permits within the City and allocations t,
and connections to the City's water and sewer system by development projects outside �!�s
the City's boundaries pending the implementation of Initiative Measure N. This ordinance
was prepared to forestall issuing building permits and water and sewer connections
for 45 days until Measure N is implemented and a process is developed. This ordinance {�?
jet may be extended by Council if it becomes necessary. Councilmember Cunninghamr„
reiterated that building permits can be issued after January 1, 1988, for single family
residences on existing lots of record.
int Council heard testimony from Municipal Utilities Director Corneille, Acting Planning �t
Director Cozen, and Plan Checker Engineer Cloud regarding their concerns and proposals
for the implementation of Measure N. Speaking from the audience were: Norm Langley,

ordinance text was unanimously waived. Councilmember Johnson summarized changes h
Measure N to be made to the draft copy presented at this meeting and moved to adopt Ordinance fir„
Temporary No. 2018 with these changes. Motion seconded by Councilmember Wormser and carried

Vesting Hearing City Manager Holmes announced that the applications for vesting determination are now }
available in the Planning Department and must be returned by January 11, 1988, in c;
y order to be heard at the hearing scheduled for January 19, 1988. �}
Park Property Community Services Director Rodriguez presented issues which have been discussed
with staff, the property owner, Open Space Committee, Park Commission, and various
consultants regarding the possible acquisition of property in the vicinity of California
Street and Palmetto Avenue. Mr. Rodriguez suggested asking the Open Space Committee5�=
to review this proposal along with others that have come to our attention. Councilmembers
i discussed this acquisition at length and on motion of Councilmember Cunningham, seconded
l by Councilmember DeMirjyn, tabled this matter by unanimous vote.
t The meeting adjourned at 5:15 P.M. to an adjourned regular meeting to be held on s,
January 4, 1988, at 8:00 P.M. in Reuben's Restaurant, 1045 Parkford Drive, to meet
