Cunningham, Councilmember C' a, _.._ 1Nk n4e alai The Council meeting of March 1, 1988, was adjourned to this time and place to hold r;,l a workshop study session to examine the Proposition R point rating system as it relates ;l l to Measure N. =i r1'�1� t ti ,( Point System Community Development Director Shaw presented several issues he felt needed to be " ti considered at this meeting including modifications to the points as pertains to proximityf ' and access to available City and school services; senior citizen housing, phased projects, it minimum point requirements, and points pertaining to Landscaping, Architectural Design, j i Nlr Grading, Circulation, Open Space, Preservation of Agriculture, and Preservation of fi Cultural and Historical Resources. a lrxfi Council reviewed Ordinance No. 1813 and directed staff to prepare modifications as �l f31< T yN rtA fC}11C]wS:ig t?� i,fr`r 1. Addition of a paragraph (similar to that used for low and moderate income housing) y Cs for senior citizen housing which would provide additional points if the project has i <, j 90-100 percent for senior citizen persons with a minimum age of at least one f the 2*4€ residents in the dwelling unit to be 62 years, g t tss 2. If a phased project has received previous Proposition R allocations and the project has received building permits for that phase, then provide for that: project to "go �y "n 'a, to the head of the line"; F t 3. Work out a relationship of points in conjunction with public improvements with the !; Engineering Department. '3 Speaking from the audience was Michael Atencio who suggested points for day-care, facilities and a volunteer contribution to the Arts Endowment Fund. Council was i+ i a"gg � enthused about these ideas. r IN j° Regarding preservation of agriculture, Councilmember Johnson suggested a procedure be established for a "Notice of Removal of. Grove" to allow groves to remain in existence for as long as possible. l& It was agreed that staff would review a couple of projects using the new criteria and i present this information to Council for their evaluation to establish minimum points to (r' be.required.
