j � The meeting was opened with an invocation by Mayor
Beswick followed by the pledge of allegiance.
Minutes of the regular meeting of November 1, 1988, and
the adjourned regular meeting of November 7, 1988, were
approved as submitted.

Community Development Director Shaw presented a status
report on building permits issued under the provisions �Yr
of Measure N. Council further discussed the problems
caused with the mobilehome permits. Councilmember
Al
iY'�sY1 Johnson suggested calling them "set-up permits" and that
Council set a limit and stick with it. Requesting this a=
separation and addressing Council were Kathleen Tully,
Dwight Rutherford, Jim Coffin, and Michael Flesch. A �r
petition containing 16 signatures was submitted with the ,?
Ysr ��kri same request. Also addressing Council were David McAdow1
{�„tr from Arroyo Vista Properties and Mark Blankenship on
"a°F behalf of several clients who again requested that
vested projects be exempt from Measure N provisions.
Following further discussion, Councilmember Cunningham �z

moved to adopt Resolution No. 4444 to authorize the

issuance of 15 building permits for individually con-
strutted homes on lots of record for the balance of
calendar year 1988; Resolution No. 4445 to authorize the
issuance of eight building permits for mobilehomes for
the balance of calendar year 1988; and Resolution
No. 4446 to authorize the issuance of eight building
permits for non-vested apartment and subdivision
projects for the balance of calendar year 1988. Motion
seconded by Councilmember Johnson and carried by AYE
votes of all present. Staff was then directed to
prepare a resolution for the issuance of permits for
Zj calendar year 1989 for Council's review. � t
Tentative Tract No. 12461 - Andly Development Company \,1�
�5 Councilmember Johnson moved to approve the Environmental R
E. Review Committee's Negative Declaration for Tentative �1V
Tract No. 12461 for the subdivision of 5.08 acres into
20 lots generally located southerly and adjacent to San -'
Bernardino Avenue and 991 feet westerly of Judson
Street, R-1 Zone, and directed staff to file and post a X,
l Notice of Determination in accordance with the City's
guidelines. Motion seconded by Councilmember Wormser
` and carried by AYE votes of all present. ,};
Stating that Council finds that pursuant to Section
' 66473.5 of the California Government Code, Tentative ��{ z
Tract No. 12461 together with the provisions for its
design and improvement is consistent with the City's `
' General Plan and any applicable specific plans; that i
none of the conditions provided in California Government
Code Section 66474 exist on this map; and that pursuantQ1,

not result in violation of existing requirements

Planning Commission and subject to the recommendations

3� Recreation Community Services Director Rodriguez announced a report
Division is being prepared regarding the impact year-round
schools will have on the City's Recreation Division.
This report will be distributed to Councilmembers in the
near future.
Caltrans Members of The Open Space Committee have written a >>,

i Letter letter to the California Department of Transportation

relating their concern regarding a recent decision by �3j,lt
w Caltrans to downgrade the landscaping along a greater A"
than 13 mile stretch of freeway along I-10 between the
City of Fontana and the unincorporated area of Yucaipa.
Council directed a resolution be prepared for their
;< action at the December 6, 1988, meeting to vigorously
j oppose this decision.

hJ Centennial Council recessed at 4:45 P.M. to a Redevelopment Agency
Celebration meeting. A reception, hosted by the Centennial Steering a�
s Committee, was held at 6:30 P.M. in the lobby of Safety �a{
Hall to commemorate the City's Centennial Celebration.
Birthday cake and punch and coffee was served in the �tf33
festively decorated lobby. The meeting reconvened at E4

7:00 P.M. with a standing room only audience and 3'J{
;, certificates of appreciation and recognition were given
to the many people who were in charge of the different
events held throughout the past year. Certificates were iit� {htr3
presented to Steve Guggisberg, Service Clubs and
Thanksgiving Dinner; Bill McCalmon, Service Clubs and
Closing Event; Jean Tyndall, Cultural; Stan Weisner,
Mercantile; Larry Hendon, Religion; Tom Atchley,
Ea Historical Information Accuracy; Ed Losee, Education and
A Beautification; Phil and Doris Henry, Centennial

Scrapbook Len and Fat Green, Centennial Parade, Bill
Hatfield, Pioneer Family; Frank Serrao, Service Clubs

Mayor Keswick also bestowed Certificates, City Seal
plaques, and engraved Centennial watches to Larry oc
Burgess, Barbara Wo errs er, Joyce Crawford Fill Hardy,
and Jane Kruse, members of the Centennial Steering WN
Committee. Miniature replicas of the Police Centennial
Badges and, a copy of the Redlands Police Department, Our

family emergency, City Manager Holmes distributed copies
of the 1988 report to the People and Guide to City
Government. This report was published as a Centennial �

Office and teas designed to inform all Redlands'
residents about City program and projects and used as a
reference guide to City services throughout the year.
