There being no quorum present, the City Clerk recessed the meeting to 3:30 P.M. on the same date. PRESENT Barbara G. Wormser, Mayor Pro Tem Charles G. DeMirjyn, Councilmember Tim Johnson, Councilmember John E. Holmes, City Manager Dan Rodriguez, Community Services Director Lorrie Poyzer, City Clerk Sheryl Orin;, Redlands Daily Facts Pamela.Fitzsimmons, The Sun ABSENT Carole Beswick, Mayor William E. Cunninghatr., Councilmember Mayor Pro Tem Wormser called the meeting to order for study sessions on the Sanitaryi t. Landfill Expansion Feasibility Study and the Solid Waste Collection and Disposal and Street Sweeping Rate Study, Landfill The Economic Feasibility Study, prepared by NBS/Lowry Engineers, addressed the issues of disposal alternatives and contained the following four alternatives and, their associated cost's to the sanitary landfill: .landfill expansion; County .landfill transport disposal plan; additional lift on existing landfill and landfill expansion; and additional lift on existing landfill and use of County disposal. Councilmembers present agreed to the additional lift and indicated when this matter was scheduled on an agenda for action, they wished to only vote on this alternative and continue to study the other options. Further study must also be done for a waste-to-energy plant. The Recycling Program needs to be expanded as this will also increase the life of our existing landfill. Mayor Pro Tem noted the Public Works Commission has offered to review landfill matters since there is not a commission established for this purpose. Therefore, this sturdy was referred to the Public Works Commission. Rate Study Scott Thorpe, Management Services Institute, presented supplenental information as requested by Council regarding a breakdown of total costs of the Solid Waste by type and a comparison of automated collection versus manual collection of residential. routes. On behalf of a citizens' committee, Claude Johnson presented proposed modifications to provide a once--a--week collection option at a reduced rate; quick removal of containers from the streets; an optional setout service, and sideyard recycling service. These proposals, presented in writing, will be studied by staff. There being no further business, the meeting adjourned at 4:45 P.M. to an adjourned regular meeting to be held on Friday, January 13, 1989, at 7:30 A,M. at Griswolds Smorgasbord to meet: with members of the City Council of the City of Highland.
