MINUTES of an adjourned regular meeting of the City Council of the City of Redlands held at
Griswold's Smorgasbord, Interstate 10 and Ford Street, on Friday, January 13, 1989,
at 7:30 A.M. _

Santa Ana Wash Mayor Pro Tem Wo.rmser called to order the joint meeting with members of the City Council
of the City of Highland to discuss the future of the Santa Ana River Wash area. Also
present were Peter Rusher from the Water Conservation District and members of citizens
committees opposing the Tri-City Aggregate project proposed to be located in the Santa
Ana Wash.
Everyone present agreed there was a need to protect the Wash; that a master plan for
future generations was urgently needed and that this master plan must be established
and enforced by all governmental agencies involved. It was suggested a committee be
formed, such as was done for the recently-approved I-10 Corridor Specific Plan, and
ghat the County be directed to not take any action on any development requests until
this area is under the jurisdiction of the Cities of Redlands and Highland.
Tri-City Of more immediate concern is the Tri-City Aggregate application scheduled to be heard
Aggregate a1. the County Planning Commission meeting on January 26, 1989. Councilmember
Cunningham suggested a committee consisting of two members from cacti of the City
Councils and two members from each of the citizens committees and a representative
from the Water Conservation District Board of Directors meet very soon with our
County Supervisor. The City Attorney from the City of Highland recommended that
we, as a group, request denial of this project without prejudice and to ask the applicant
to request a continuance. It: was agreed that Highland Councilmembers Dennis Johnson
and Jody Scott and Redlands' Councilmembers DeMirjyn and Cunningham would meet
a with representatives from the two citizens committees Monday, January 16, 1989, at
5:30 P.M. in the Redlands City Hall. As Highland's City Attorney cannot be present:
at that: time, the Redlands' City Attorney will attend.
There being no further business, the meeting adjourned at 8:45 A.M. to an adjourned
regular meeting to be held on Tuesday, January 17, 1989, at 7:30 A.M. at Griswold's
Smorgasbord to meet with members of the Redlands Unified School District Board of
Education. That meeting will then be adjourned to 2:30 P.M. on the same day.
