MINUTES of an adjourned regular meeting of the City Council of the City of Redlands held in
the Council. Chambers, 212 Brookside Avenue, on Tuesday, March 21, 1989, at 9:00 A.M,

Senior Assistant Community Developer Director Cozen explained that the 75-unit HUD Section 202
Housing senior housing project is in financial difficulty and may lose HUD funding because it
Project is over the HUD budget limitations. Staff's information at this time is there is a funding
shortfall of roughly $500,000 which is close to the amount of fees that are charged to
the project. The low bid came in at $3,400,000+/- and is considered a good bid by
the American Baptist Homes, the developer for the owner Redlands Senior Housing,
Inc. When the City fees, architect's fees, consultant's fees, etc. are added, the cost
exceeds what HUD can pay for in this area of the country. Many alternatives have
been explored and the applicants have asked the City to provide additional assistance.
At their March 9, 1989, meeting, the Housing Commission voted unanmously to recommend
to the City Council that the City find a way to assist the project with the payment of
fees so that the project can proceed and obtain building permits. One of the options
studied was for the Redevelopment Agency to pay for the project's fees. The cost of
the fees could be a loan from the City to the Redevelopment Agency to be repaid in
a certain number of years. The Housing Commission voted unanimously in favor of
this as one way to help the project. They also wanted to see if other professional fees
could be reduced. On motion of Councilmember Cunningham, seconded by Councilmember
Wormser, this matter was unanimously referred to the Redevelopment Agency meeting
to be held later in the day.
Audit Council reviewed and discussed the 1987-88 audit with Finance Director Kaenel present
to answer questions.
Revenue Finance Director Kaenel presented an updated revenue projections report which was
discussed by Council.
There being no further business, the meeting adjourned at 11:10 A.M.
