Joint Powers This meeting was held for the purpose of meeting with members of the Highland City
Agreement Council to review the draft Joint Powers Agreement for the Santa Ana Wash. Interested
citizens from Redlands and Highland were present at this meeting as well as Dennis tt
ti Hansberger representing the Tri-City Aggregate Project and Mr. Pharris from
C. L. Pharris Sand and Gravel. Several matters were discussed including the
required vote for approval under the "Mining reclamation and site plan approval
including CUPS and other forms of use permits" section; disposition of assets;
clarification needed for the processing of a project; boundaries of the Joint Powers
Agreement; and the need to spell out clearly composition of the governing body and
terms for the citizen members. It was also noted the committee needs to address
housekeeping items such as funding, location of office, and staffing. The citizens'
group was commended for their dedication and long hours of work.
"+t A brief report was presented on meetings held regarding the Sphere of Influence,
�+ .+ particularly the Greenspot area.
Tri-Cit On behalf of the citizen's group, Don Holzhauser reported to the Councilmembers

Project present their concerns and results of working with the applicant for the Tri-City
{ Aggregate Project. A proposed agreement was distributed at this meeting. Mr. Hansberger ]
indicated he would like both cities to place this matter on their agendas for review «d"
and scheduled the possible adoption of a joint resolution. 6r

Nst Meeting Development Committee on Wednesday, April 19, 1989, at 8:00 A.M. for breakfast
at Griswold's Smorgasbord.
