Santa Ana Mayor Beswick called the joint meeting of the City Council of the City of Highland
and the Board of Directors of the San Bernardino Valley Water Conservation District. 0
Redlands' City Attorney McHugh reviewed the discussions about the establishment of a
Joint Planning Advisory Commission regarding its composition, boundaries, and
responsibilities. As a quorum was not present from the Water Conservation District,
it was agreed that this document would be scheduled on their next available agenda '
NQ for their review and comment. On behalf of the District, Peter Rusher indicated a,
their next meeting was scheduled for December. Couneilmembers from both cities
"t urged they hold a special meeting to consider this matter and respond to both City
Councils.
Peter Rusher, District Manager for the Water Conservation District, explained the
proposed "haul road" and underground tunnels.
Redlands' City Attorney McHugh explained that Redlands' Annexation No. 69 will not
proceed until the Environmental Impact Report is completed which he estimated would
l take approximately six months.
There being no further business, the meeting adjourned at 8:45 A.M.
Next regular meeting, October 3, 1989.
