law, the City Attamay prepaned a confidential memo to Council providing justification
fon the pending litigation portion of thea dosed session. Council reconvened at 7:00 P.M.

Ordinance No. 3106 - Solid Vftstu ilefis - Hublic hearing was adversiscad fon this time
and places fhar Ond'nance No. 3106, an ordinance ofl da City ofl Redlands arraending
Chapteni 12UH of the Redlands Municipal Code to establish solid waste disposal ftes.
Community Services I3ineetor Rodriguez reflorh ed th at this ordinance no longer contained
the litter feces, thea once-a-wuekl survicsea was now included, and thea debt service fon multi-
farrsily un is was reduced. In response to Courcilniembcne Cunringham's inquiry, thea `°2
and 3 yaesrd bins" chargee was corrected on pages 3 and 4 to be consistently $12.50
thrioughout the ordinance. At this gime, Mayor IIcLMrjyn declared the meeting open as a
public hearing flier any questions or csammenis. There being no comments pertaining to
this ordinance, lhu public hearing was deeilarced closed. Crdinaneaa No. 3106 was read by

Street Sweeping Charst - Public hearing was advertised fon this timee and place to
consider establishing street sweeping chargees. Mayor DoMirlyn announced that no
acition would be laklen on this matter at this meeting; he then declared the meeting open
for any questions or comments. Cn behalf of five homeowncne associations, Helen
Marham told Clouncilmumbers lhuy were not opposed to the uslablishmemit oft a street
sweeping charge if the private strseels were also swept. 70hense being no further communts,
the public hearing was duclaoed closed and no furllhov actions was taken.
Littera Control Hue - Public hearing was advertised for this lime and place to consider
establishing a litters control fee. Mayor IleMirlyn announced that no action would be
taken on th is mal ter at it,is meeting; he theme decilared the meeting open fkm any questions

Ondinanee No. 3103 - Animals - Ordinance No. 2103 an ordinance of the City Council
of the City of Rledlands amend'ng Section 12.44.070 ofl the Rkidlands Municipal Code
relating to animals in public parks, was presented at tris time as recommended byi the
RaAls Commission. Communily Services Director Rodriguez explained that during the
past several months, staff and the Parks Commission have been observing situal ions and
listening to ciomplairls from varkius community members reganding animals leaving
fecial matter cin par&l propcirl ies. Tr o ciurrerit ordinance governing rules and regulations of
parks prohibit this practice but does nol carry,a penalty)clause as a deternimit to this type
of activity. Ondinanae No. 2103 providers a penally clause. Leonand Goymenac presented
a petilion signed by E3 residents mqueslirig that this rogulalion be appliod CityvHide; this

prietosled, and then mailed to voters. A data analytsis will be made of cioamplelod nelurns
to show levels of support in the community by various demographic breakdowns. It is

1990. Councilmembear Beswick moved to approves an additional appnopriationi of
