AUBLICI HHARINGS
A ppeaal -Vlariiance No.A 62 -Condil Tonal Uses Aernrid No. 544 - Saul and Associates
At the request ofl the apphicsant, this items was continued from the September 4, 1990, and
Seplteambeii 18, 1990, C;iq Clounctil meetings. The applicant is proposing to caonvert an
histories houses located at 454 Cajon Sireet to a mixed-use project. This proposal aons:ists
of retaining the existing reasidenetial use anad converting a portion of the fi'asl floor to officae
spaces. This piioposesd office spaces area would support th ce applicant and two assoceiates.
A cicord'ng to th a applicant, she will continue living on the premises. In incorporating a
residential use with offices, a totall ofIsix on-sate panking spades are icaquired. This number
includes two covered and foul opens spacces. The raquinemenats flair tha two covered
parking spacies canned be provided and so a variance raclueesi on this issue was submitted
as part eafl this proposal. Thee applicant indicates that thein clientele ane all governrmnst
agencies and as such requires them, a consulting firm specializing in ssedevalopmeni, to
always visit thein offices. Thenesfoice, street parking for hen two associates along Home
Alacies or Cajon Street would suffices for required parking. Staff attempted to find
variances fear reduced parkf ng similar l o that being proposed by the applicant.None could
be identified. Thesresfore, what is being requested was nal a propearN right possessed byl
other pliopert)l owners in the same Vicinity ois zones districit which is one of thea four
find;ngs required fbr approval of a variance. Ilia recsogniltion of parking congestion in the
vicinity indicates acanccern for the impact cafI insufficient parking suggests that granting of
the variance would be detrimienUll to the publics welfbro which contradicts another
reclufred finding. The Alanning Commission could not approve the Clonditional Use
