MINUTES of an adjourned regular meeting of the City Council of the City of Redlands held at
Griswold’s Smorgasbord, Interstate 10 and Ford Street, on January 30, 1991, at 7:30
A.M.
PRESENT Charles G. DeMirjyn, Mayor
William E. Cunningham, Councilmember
Swen Larson, Councilmember
Dee Ann Milson, Councilmember
James D. Wheaton, City Manager
Daniel J. McHugh, City Attorney
Jeff Shaw, Community Development Director
Lorrie Poyzer, City Clerk
ABSENT Carole Beswick, Mayor Pro Tem
Santa Ana Wash Members of the City Council and staff from the City of Highland and board members
and staff from the Water Conservation District met with officials from Redlands for
breakfast to discuss activities in the Santa Ana Wash. City Attorney McHugh
reviewed the status of the joint powers authority and cooperative effort for
enforcement studies, and requested direction from the City Council. Councilmember
Larson left the meeting at 7:50 A.M. and returned at 8:33 A.M. There was a
consensus among bothe City Councils that common documents were needed for
regulations in the Santa Ana Wash. Councilmember Cunningham moved to
reactivate the citizens advisory committee immediately to meet with Redlands and
Highland staff and the Water Conservation District. Motion seconded by
Councilmember Milson and carried by AYE votes of all present. The citizens
advisory committee will meet on Wednesday, February 6, 1991, at 4:00 P.M. in the
Relands City Hall.
Council also discussed the latest proposal from SCAG for Regional Governance.
Both cities agreed to work together to oppose this type of proposal. Mayor DeMirjyn
directed our City Attorney to prepare a resolution opposing the whole concept.
Highland’s City Manager Sam Ricadio suggested contacting the League of California
Cities for their support.
There bieng no further business, the meeting adjourned at 8:45 A.M. to an adjourned
regular meeting to be held on Tuesday, February 5, 1991, at 8:30 A.M. in the City
Hall Conference Room.
