Cil)l Clark Floyzer reported that on June 4, 1991,the City Council
d'rcctead stafllto begin the mechanism fbr the establishment of a
fare suppressions asscssmcarit district. The modem was approved ora a
3-2 vote with Counciilmcrmbers Cunninghami and Milsoni opposing.
NHS Lawry, Enigiwars&Planners,was retained toa ssist in tl e
castablishmcnt ofIthis assessment district. In accordance w:itb State
law,the reflort ftar Fire Suppressions Assessment dated August 1991.
was preflaned and copies were made available to d c public through
thea Piro Administration Office and the C.ityl Clcrkl's Cffice. A
notice of l he public hcar'ng was mailed in a limelyl manner to each
properly own ens irs thea Cil yl of Rlcdlands; said notice was also
published in the llledlanids Daily)Facts and The Sun on August 12
and an Augusl 19, 1991.Written protests, as of 2:00 P.M.August
26, 1991,ware received irs the C:ilyl Clcrkl's C ffiee as follows:

Council at this time. Councailmemben Larson said ha was willing
to concede to deafhat and could seae no point in spend'ng add'tional
funds to continue the process and moved to terminate the
proceedings. Cour cilmembcns M;ilscn seaconded the motion and
coach Claunciilmiembem expressed theirs feaealings to thea large
audienaea;in attendancae. The motions to terminate&a pnocieed'ngs
carried byj a unanimous vote and was applaudead byl the citizens,in

Counailmemnbers Larson moved to abandon the Bine Suppression
Assessmend I3istrical in acacoradarmcse with Sciction 50078.11 oflthe

holders ofpnopersy intemsts proposed to be assessed and who will
be obligated to paM the proposed required five percant oflthe totail
amaoun t of expected revenue from the assessment,and th at
