PRESENT Charles G. DeMirjyn, Mayor Carole Beswick, Mayor Pro Tem William E. Cunningham, Councilmember Swen Larson, Councilmember Dee Ann Milson, Councilmember James D. Wheaton, City Manager Ronald C. Mutter, Assistant City Manager Scott Smith, City Attorney Lorrie Poyzer, City Clerk Pamela Fitzsimmons, The Sun ABSENT None Congestion Management Program Ty Schilling, SANBAG, reviewed the Congestion Management Program mandated by Proposition 111 and implemented through Assembly Bills 471 and 1791. Mr. Schilling presented an overview of the components,responsibilities, SANBAG's approach, the County elements, levels of services (procedures and methodology) and the state of the system. Council briefly recessed at 9:32 A.M. and reconvened at 9:44 A.M. Noise Ordinance Attorney Scott Smith reviewed the draft ordinance to control noise sources within the City. Community Development Director Shaw prepared a memo outlining his concerns as the enforcement department. Council reviewed the ordinance noting changes needed to address complaints received in the past, such as: Redlands Bowl, Pharris Sand and Gravel, Redlands Community Hospital, and mobilehome generators. The document was referred back to staff for further clarification and refinement. General Plan Planner Sandra Andres stated the draft General Plan document distributed about ten days ago did not include all the elements which would be coming in as prepared. Council discussed the trail system briefly. There being no further business, the meeting adjourned at 10:52 A.M. Next regular meeting, October 1, 1991, at 3:00 P.M.
