Mutter, Assistant City Manager Lorrie Poyzer, City Clerk ABSENT William E. Cunningham, Councilmember Freewa.»Irrigation- Senior Planner Sandra E. Andres reported that the completion of the I-I 0/Route 30 Interchange offers an excellent opportunity for funding under the Environmental Enhancement and Mitigation Demonstration Program(AB 47 1) to landscape an important entranceway into the City of Redlands. A major part of the project is the provision of an irrigation system to ensure survival of the landscaping. Based on preliminary design guidelines from the I-10 irrigation consultant, the City of Redlands Water Systems Division has prepared an initial feasibility and cost study for a non-potable irrigation system. The City of Redlands has a number of non-potable wells which can be used as a water source for landscape irrigation use. City Engineer Ron Mutter responded to the questions indicating this was a"doable"project. Councilmember Larson moved to submit a joint application from the City of Redlands, Caltrans and San Bernardino County Association of Governments for landscape improvements for the I- 10/Route 30 Interchange under the Environmental Enhancement and Mitigation Program. Motion seconded by Councilmember Beswick and carried by AYE votes of all present. The Black House - Assistant Community Development Director Darrell Cozen reviewed the history of the apartment project and Historic Resource known as The Black House located at 1502 North Orange Street. Currently, the owner of the property First Nationwide Bank has foreclosed on the property and applied for a demolition permit which will be on the Historic and Scenic Preservation Commission's next agenda. Mr. Cozen presented a preservation plan which would require the bank to repair the exterior. The structure could then be donated to the City who would search for a buyer for the structure; the bank then could concentrate on finding a buyer for the remaining property for the approved apartment project. As an incentive, Mr. Cozen suggested changing the zone to R-2-2000 which would allow more density. Councilmembers expressed concerns about additional density. Councilmembers expressed concerns about additional density and seemed to be in agreement they did not want to allow three-story buildings in that neighborhood. On behalf of First Nationwide Bank, Bud Roberts indicated they would be willing to negotiate a development agreement with the City. Councilmembers ascked staff to study this further and bring back additional information especially what R-2-2000 zoning would mean to this neighborhood. There being no further business,the meeting adjourned at 10:13 A.M.
