PRESENT Charles G. DeMirjyn, Mayor Swen Larson, Mayor Pro Tem William E. Cunningham, Councilmember Dee Ann Milson, Councilmember Jim Foster, Councilmember James D. Wheaton, City Manager Ronald C. Mutter, Assistant City Manager Daniel J. McHugh, City Attorney Lorrie Poyzer, City Clerk Steven Church, Redlands Daily Facts Pamela Fitzsimmons, The Sun ABSENT None Morey Mansion - Mark Slotkin, new owner of the Morey Mansion, reviewed the history of the Morey Mansion and the many repairs necessary for its restoration. In order to maintain the high standard of quality and tradition of the Morey Mansion, he would like to open a restaurant, in addition to the bed and breakfast operation, which would be open for lunch and dinner. Plans and ideas were submitted to a preliminary review board but few problems were presented including handicap requirements, fire sprinklers, exiting problems and a very large sewer connection fee. After careful consideration, Mr. Slotkin is willing to comply with all requirements but requested assistance with the sewer connection fee. Councilmember Foster felt Council needed to look into the impact fees as he felt some of them were out of line. Councilmembers DeMirjyn and Larson felt the City needed to assist Mr. Slotkin but wanted to see the entire project presented through proper channels. Councilmembers Cunningham and Milson were sympathetic but pointed out that any fees waived would have to be borne by the taxpayers. The meeting briefly recessed at 9:55 A.M. and reconvened at 10:00 A.M. Budget Review - Finance Director Steven Chapman presented a mid-year review of the 1991-92 budget noting that 14 of the 26 pay periods occurred during the first six months. Department heads were commended for their efforts to curtail spending. The Finance Committee has discussed methods to cover the estimated $2.8 million shortfall including transfer and cutting expenditures such as employee layoffs. It was recommended that $1.5 million be transferred from the Transportation Fund to the General Fund and Public Works Director Mutter reviewed the projects which would be affected. Councilmember Foster suggested sliding the Fern Avenue project to the next fiscal year and completion of the Redlands Boulevard and California Street/Nevada Street projects this year and application of the balance to the General Fund. Councilmembers concurred with this suggestion. Also discussed was the formation of a committee of employees, city attorney and litigation costs, balancing employees with fee revenue and the need to plan and set priorities. The meeting recessed at 11:25 A.M. to a closed session to discuss pending litigation. In accordance with State law, the City Attorney prepared a confidential memo providing justification for the closed session. Next regular meeting, January 21, 1992, at 3:00 P.M.
