McHugh, City Attorney Lorrie Poyzer, City Clerk Steven Church, Redlands Daily Facts Pamela Fitzsimmons, The Sun ABSENT None Solid Waste Management Plan Consultants with Camp, Dresser & McKee presented the draft report of the Solid Waste Management Plan including disposal alternatives, the collection system, pros and cons of contractual services, and financing. Councilmember Larson moved to prepare RFPs (Requests for Proposals) for privatization of the solid waste services. Motion seconded by Councilmember Milson and carried unanimously. The Council meeting briefly recessed at 10:45 A.M. and reconvened at 10:58 A.M. USA Properties Fund, Inc. is working towards acquisition of the project consisting of 152 apartment units to be located on the northwest corner of Wabash and Brockton Avenues which was approved under Conditional Use Permit No. 460. It is their intent and desire to develop the site under the parameters of that CUP with certain modifications including offering the units at rents affordable to residents with annual income at or below 60 percent of the area median income. In order to do this development, the applicant requested the City Council to consider a development subsidy of $250,000, a finding that the current CUP is valid and approval of the proposed unit and parking revisions, a cap of $1,600,000 for development fees and building permit fees excluding school fees, and the support of the project concept. Following discussion, Councilmember Larson moved to continue this matter to a closed session since the project is currently under pending litigation with the City. Motion seconded by Councilmember Milson and carried unanimously. The Council meeting recessed at 11:17 A.M. to a closed session for the purpose of discussing pending litigation. In accordance with State law, the City Attorney prepared a confidential memo to Council providing justification for the closed session. No report was expected following the closed session.
