ABSENT None
The meeting was opened with an invocation by Councilmember Milson followed by
the pledge of allegiance.
Minutes of the adjourned regular meetings of March 1.7, 1992, March 24, 1992,. and
March 31 1992, were approved as submitted. Minutes of the regular meeting of
March 17, 1992, were approved as amended.
Bills and salaries were ordered paid as approved by the Finance Committee.
PLANNING AND COMMUNITY DEVELOPMENT
Planning; Commission Actions -March 24, 1992
On motion of Councilmember Cunningham, seconded by Councilmember Larson,
the report of the last Planning Commission meeting was unanimously acknowledged
as received.
Environmental Impact Report - Hidden River Country Club - Councilmember
Larson moved to approve a contract between the Chambers Group and the City of
Redlands for the preparation of an Initial Study and Notice of Preparation of an
Initial Study and Notice of Preparation of an Environmental Impact Report and to
provide preliminary consultation with the U. S. Army Corps of Engineers relative to
compliance with the National Environmental Policy Act for the Hidden River
Country Club. Motion seconded by Councilmember Milson and carried
unanimously. The property is generally bounded by the Smiley Heights residences
to the north, the Southern Pacific Railroad to the south, Alessandro Road to the east,
and traversed by the San Timoteo Creek in the southerly portion.
Trolley Car Barn - Loomis Realty has been marketing the City-owned property at
746 East Citrus Avenue commonly known as the "Redlands Trolley Car Barn" since
November 21, 1991. During that period Rick Loomis has presented the property to a
number of interested parties. However, to date, there have been no final offers on
the property. At this time, Mr. Loomis is requesting an extension of the current
listing for four months. Staff believes a listing with a realtor or firm that has a better
regional ability to market this property may be advantageous and recommends the
City solicit other proposals from the Redlands Board of Realtors and regional ability
to market the property. Councilmember Larson moved to direct staff to send a
request for proposals to the Redlands Board of Realtors and regional realty firms to
solicit other proposals. Motion seconded by Councilmember Milson and carried
unanimously.
Tentative Tract No. 12968 - Donald Buhler - Final Approval - On motion of
Councilmember Cunningham, seconded by Councilmember Larson, Council
unanimously granted final approval to Tentative Tract No. 12968, a 171 rental space
mobilehome park located on the northwest corner of Orange Street and Pioneer
Avenue, as all conditions of approval have been met.
Minor Subdivision No. 196 - Pacific Scene Inc. - Time Extension - On motion of
Councilmember Cunningham, seconded by Councilmember Larson, Council
unanimously granted a one year time extension to April 24, 1993, for Minor
Subdivision No. 196, the subdivision of 4.13 acres of land into five lots for property
located at the northwest corner of Orange Tree Lane and Nevada Street.
COMMUNICATIONS
Appointments - Councilmember Milson moved to appoint Douglas Kinzle, Jerome
Fairchild and Robert Carothers to the Housing Commission with the understanding
the new commissioners would draw straws to determine who will complete the
unexpired term of Singhild Baker which expires January 18, 1993. Motion seconded
by Councilmember Foster and carried unanimously.
Community Center - Community Services Director reviewed in detail the feasibility
of designating and creating a senior nutrition/multi-purpose facility at the
Community Center located at Washington Street and Lugonia Avenue.
Councilmember Cunningham suggested designing the facility in such a way to allow
for a second floor and elevator in the future. Councilmember Larson moved to
designate the Redlands Community Center as the site to construct an addition to the
building for the purposes of a senior nutrition/multi-purpose facility and authorized
staff to proceed for architectural services. Motion seconded by Councilmember
Milson and carried unanimously.
Study Session - The Solid Waste Task Force requested the City Council to hold a
workshop session jointly with the task force to discuss the potential for landfill
expansion and the related permit process and the City's recycling program. The task
force also requested that representatives from the Local Enforcement Agency (LEA)
and the Santa Ana Regional Water Quality Control Board (SARWQCB) be invited
to attend this workshop regarding the landfill expansion issue. Councilmember
Larson moved to schedule a workshop to discuss these concerns on April 21, 1992,
at 9:00 A.M. Motion seconded by Councilmember Foster and carried unanimously.
Water Awareness - The Public Works Department has started planning activities for
Water Awareness Week, May 11-17, 1992, in Redlands as part of the Statewide
campaign for Water Awareness Month during the month of May. The following
activities are planned: Water Conservation Poster Contest for grades 3-6, Redlands
Mall Display, and Hinkley Treatment Plant and Tate Water Filtration Plant open
house. Councilmember Milson moved to authorize and support Water Awareness
Week activities for 1992 as outlined and recommended by staff. Motion seconded
by Councilmember Foster and carried unanimously.
Appointments - Councilmember Foster moved to re appoint Ted Rozzi and appoint
Jan Sherman and Pat Meyer to the Parks Commission effective June 1991 and to
readvertise for applicants for the terms expiring in June 1992. Motion seconded by
Councilmember Larson and carried with Councilmembers Cunningham and
DeMirjyn voting NO.
Councilmember Foster moved to readvertise for the vacancies on the Historic and
Scenic Preservation. Commission and Recreation Commission. Motion seconded by
Councilmember Larson and carried unanimously.
PRESENTATIONS
Clean Air Rebate - Ray Gonzales, Area Manager for Southern California Edison,
presented a check to Mayor DeMirjyn in the amount of$86,400 which represented a
rebate from SCE for the clean air programs implemented in the City of Redlands.
Proclamation - Mayor DeMirjyn presented a proclamation to Dana Graham,
President of the Junior Women of the Contemporary Club, declaring the week of
April 19-25, 1992 as "General Federation of Women's Clubs of California Federal
Week" and calling upon all citizens of Redlands to recognize the service given this
community by our Federation Clubs and honoring them.
Certificates of Appreciation - Mayor DeMirjyn presented Certificates of
Appreciation to Gary Quiel, Vice President , Quiel Bros., Sign Company, San
Bernardino; Mike Kunert, owner, Kunert Electric, San Bernardino; and Steven
Schmid, President , Valmont Industries, Inc.,Beaumont, with sincere thanks for their
contributions to replace the vandalized flagpole at the Redlands Bowl in Smiley Park
on March 24, 1992. Conant Halsey, Redlands Bowl Associates, also expressed his
appreciation. In addition, Mr. Thomas Sullivan, retired colonel, United States Army,
donated the necessary funds to replace the stolen American flag.
Recall- On behalf of FORT (Friends of Redlands Today) Fred Thornes, Jr. served a
notice of intention to recall to Mayor DeMirjyn.
PUBLIC HEARINGS
Black House - Public hearing was continued to this time and place to hear an appeal
to the Historic and Scenic Preservation Commission's decision to deny the request
for a Certificate of Appropriateness for Demolition of the structure known as the
Black House located at 1502 Orange Street. This item was continued from the City
Council meeting of February 4, 1992, so that the project could be evaluated in
accordance with the California Environmental Quality Act. The Environmental
Review Committee considered the matter on March 23, 1992, and recommended
approval of a Mitigated Negative Declaration for this project. The City Council
designated the Black House as a historic property in 1987. The owners, Pacific
Investment and Land Company nominated the house which they planned to convert
to offices as part of their apartment development project. Preservation of the Black
House yielded them a density increase for the apartments under the conditional use
permit process and also gave them the additional points necessary to achieve the
minimum required for a Residential Development Allocation. Sixty apartments
were approved around the house under CUP No. 470. After one of the owners died
suddenly, the remaining owner was unable to proceed; First Nationwide Bank
eventually foreclosed on their loan and became the owner. In early 1990,. the City
Council directed that repairs be made to the house. The Bank re-boarded the house,
repaired the fencing, and painted over graffiti, but resisted other requests. It was
staffs opinion the main reasons for this request were that the property would be
easier to sell to an apartment developer and the property value would therefore
increase if the Black House were demolished. It was noted the City Council should
be aware the findings for the denial of the application for demolition do not explore
the issue of economic hardship. The City's ordinance determines that this type of
issue be explored as part of an application for a Certificate of Hardship which can be
applied for if a Certificate of Appropriateness is denied.
Mayor DeMirjyn declared the meeting open as a public hearing. On behalf of the
owner, Bud Roberts urged Council to uphold their appeal; he also submitted a survey
of 79 signatures of neighbors indicating their support for the demolition of this
structure. Urging the City Council to deny the appeal were: John and JoAnne Nash,
Chris Demarest, Colby Alsup, Marcia Bandel on behalf of the Redlands Area
Historical Society, Pam Naspaiz, Sarah Smith, Jeanette Rude, and Samuel Yates.
The public hearing was then declared closed.
Councilmember Foster moved to approve the Negative Declaration for demolition of
the Black House and directed staff to file and post a Notice of Determination in
accordance with City guidelines noting it has been determined this project will not
individually or cumulatively affect wildlife resources
There being no further business, the meeting adjourned at 10:15 P.M. to an adjourned
regular meeting to be held on Tuesday, April 14, 1992, at 6:00 P.M. in the City Hall
Auditorium, 30 Cajon Street, Redlands, California.
