PRESENT Charles G. DeMirjyn, Mayor Swen Larson, Mayor Pro Tem William E. Cunningham, Councilmember Dee Ann Milson, Councilmember Jim Foster, Councilmember James W. Wheaton, City Manager Ronald C. Mutter, Assistant City Manager Daniel J. McHugh, City Attorney Jeff Shaw, Community Development Director Sandra Andres, Planner Lorrie Poyzer, City Clerk Steven Church, Redlands Daily Facts ABSENT None General Plan Mayor DeMirjyn declared the meeting open and announced that citizens who addressed the Council at these General Plan study sessions were to give their name, address, and indicate what property they owned within the City prior to speaking. As part of the process of revising the General Plan, the Council is required to update the City's General Plan's Housing Element by adopting programs and policies which implement and are consistent with the Southern California Council of Governments (SCAG), City Attorney McHugh reviewed his memorandum. dated April 10, 1992, entitled Compliance with California General Plan Housing Element Law. Council discussed the options at length presented in this document. Speaking from the audience were Louis Fletcher and Theresa Kwappenberg. Councilmember Cunningham moved to implement Option 3 (adopt a housing element which complies with SCAG's housing needs determination and identify Measure "N" as a governmental constraint) as contained in Mr. McHugh's memorandum with the last paragraph (beginning on page 12 and continuing through page 13) deleted. Motion seconded by Councilmember Larson and carried unanimously. Council then discussed residential uses in the East Valley Corridor. Addressing Council from the audience were Louis Fletcher, James Barton, Bob Roberts, and Tex Moore. Councilmember Foster moved to direct staff to prepare a report relating to residential development for the 1,400 acres in the East Valley Corridor with ten percent (10%) of that acreage compatible for residential and applied PUD concept. Motion seconded by Councilmember Larson and carried with Councilmember Cunningham voting NO. The meeting adjourned at 7:25 P.M. to an adjourned regular meeting to be held on Tuesday, April 21, 1992, at 9:00 A.M. in the City Hall Plaza, 2 East Citrus Avenue, Suite 15C, Redlands, California.
