Recycling Prog am- Deputy Public Works Director/Utilities Gary Phelps
reported to Council that the Redlands curbside recycling pilot program has
been in place for four years covering 55% of the single family residential
units and is picked up every other week. Discussions with participants has
revealed three major factors which have led to the low rate of
participation: (1) Confusion over the inconsistent and infrequent collection.
schedule; (2) Inconvenience and unsanitary nuisance of having to store
recyclables for a two-week period; (3) Inconvenience of storing into three
separate bags, plus newspapers; and (4) Confusion of which recyclables
are accepted. Collection of recyclables the same day as regular solid
waste each week and implementation of a more efficient Citywide
program will encourage greater participation which will help the City meet
the requirements under AB 939. In response to Councilmember Foster's
inquiry, Public Works Director Ron Mutter stated that the yard waste
program will continue as presently set up (once-a-week pick up). Utilities
Manager Huffstutler reported that the recycling program is not practical
for multi-family housing complexes. Following further discussion
regarding the numerous recyclable collections programs at various
locations in addition to the curbside collection, Public Works Director
Mutter was asked to provide Council a quarterly report on the progress of
what has been collected for recycling, thus diverted from the landfill.
Also present in the audience were Solid Waste Task Force members
Claude Johnson, George Webber and Robert Pierce who concurred the
City should pursue the recycling of yard waste Citywide. Councilmember
Larson then moved to approve the implementation of the expansion of
curbside recycling from a pilot program to a Citywide program and
conversion to a commingled bag system with weekly collection. Motion
seconded by Councilmember Milson and carried unanimously.
Computer Purchase - Finance Director Steven Chapman explained that
over the last seven years, the City's central computer has been utilized to
its fullest potential and is incapable of meeting current and future service
demands. Increased down time due to hardware failure, with the average
time between failures being one week, is being experienced. Data
Processing Manager David Villegas then reviewed the problems
experienced because of the inadequate central computer, the benefits of a
computer with greater capacity which would also increase speed and
recommended the purchase of a new central computer. Councilmember
Cunningham inquired about a proposal from ESRI which also included
training for staff. Mr. Villegas explained that ESRI is able to provide the
staff training and software at no cost, but we would have to invest in
hardware and the conversion program; any piece that is purchased must be
modified to suit the purchaser's needs. Data Processing staff conducted a
series of meetings and tests and concluded that of the five companies
reviewed General Automation proved to be the most compatible with the
City's needs. GA would achieve five times the current computer's
processing speed. Councilmember Cunningham stated he had a problem.
with purchasing another computer and suggested an operating lease of the
computer in light of the rapid changes in the computer business.
Councilmember Foster moved to continue this matter to another study
session to hear a presentation from SSRI and pursuing a lease option as
opposed to purchasing a computer. Motion seconded by Councilmember
Larson and carried unanimously.
There being no further business, the meeting adjourned at 10:30 A.M.
