Budget Finance Director Chapman presented a summary of adjustments to Schedule I
of the 1992-93 General Fund Proposed Budget which now reflects a deficit of
$53,000.00. He reported it was still unknown what the State will do to us as
their budget has not yet been adopted. City Manager Wheaton highlighted the
future concerns the City Council needs to address as to how they want to
approach next year's budget which is estimated to be $1.6 million short.
Councilmember Cunningham said he could not support the proposed budget
with no reserves and the use of one-time money; he presented a list of suggested
spending reductions. Councilmember Milson felt Councilmembers should not
attend any conferences or meetings at the City's expense; she did not want to cut
the DARE program from the Police Department's budget; and desired more
information to reduce the Redevelopment Agency's budget. Councilmember
Foster indicated he wanted to reduce the utility rates and responded to several of
Mr. Cunningham's suggestions. Councilmember Larson indicated he wished to
wait for the State's numbers before adopting the City's budget. Councilmembers
concurred to continue their budget discussions on September 22, 1992, at
9:00 A.M.
The meeting adjourned at 10:1.5 A.M.
