PRESENT Charles G. DeMirjyn,Mayor Swen Larson, Councilmember William E. Cunningham, Councilmember Jim Foster, Councilmember James D. Wheaton, City Manager Ronald M. Mutter, Assistant City Manager Steven M. Chapman, Finance Director Lorrie Poyzer, City Clerk Steven Church, Redlands Daily Facts Pamela Fitzsimmons, The Sun ABSENT Dee Ann Milson, Councilmember Lease Purchase Agreement-Main Frame Computer Finance Director Chapman reported on May 19, 1992, City staff presented to the City Council a proposal for the purchase of a new main frame computer. Included in the presentation was background information and discussion of current problem areas involving the existing computer and core software systems. Although generally supportive of the request to acquire a new computer, Council directed staff to pursue the integration of SSRI mapping services with the proposed hardware and to obtain an equity lease and operating lease option. Since that time, there have been several reoccurrences of system and hardware problems which have threaten the integrity of data. Staff is continually performing complete reformatting of disk storage due to hardware failures. Disk storage is at 97 percent capacity and processing speed is exceedingly slow. This supports the conclusion that we have outgrown the current main frame and therefore are losing productivity. With down-time again on the rise, the risk of major and permanent system failure is looming even greater. Representatives of General Automation Inc., Computer Solutions Ltd., Inc. and ESRI reviewed the recommended main frame computer's functions and presented a demonstration of its capabilities. Following discussion, Councilmember Larson moved to approve a 60 month lease-purchase agreement to acquire a $165,000 General Automation Mini-computer, Model A800, Adjourned regular meeting September 15, 1992 Page 1 utilizing Pacifica Finance Company or Municipal Leasing, and authorize the Mayor to sign all necessary documents on behalf of the City.
