PRESENT Charles G. DeMirjyn, Mayor William E. Cunningham, Councilmember Dee Ann Milson, Councilmember Jim Foster, Councilmember James D. Wheaton, City Manager Ronald M. Mutter, Assistant City Manager Daniel J. McHugh, City Attorney William Floyd, City Attorney Lorrie Poyzer, City Clerk Pamela Fitzsimmons, The Sun ABSENT Swen Larson, Mayor Pro Tem Mayor DeMirjyn called the meeting to order. In response to Councilmembers' inquiries regarding the news report in the morning paper of an FBI investigation within the Police Department, City Manager Wheaton indicated the City Attorney was willing to meet with Councilmembers later this meeting in a closed session. Water Rates - Gary Phelps, Deputy Public Works Director - Utilities, explained how the City's utility rates are determined, what the different charges on the utility bill represented, and where the money goes. He also presented a rate survey and Council asked for additional information on neighboring rates which will be prepared for a future meeting. Council discussed the availability charge and indicated they desired additional information for the possibility of establishing a single rate (combining availability and commodity charges) as well as studying reduction of the outside rates. Council concurred to continue this discussion on October 13, 1992, at 9:00 A.M. The City Council meeting recessed at 10:05 A.M. to a closed session for the purpose of discussing personnel. The meeting reconvened at 11:00 A.M. Redlands Pavillion - Jane Un-MacDonald and her associates presented a proposal for the development of property generally located on San Bernardino Avenue between Tennessee and Texas Streets. It was noted they will be meeting with the residents on Karon Street to address their concerns. The meeting adjourned at 11:47 A.M. Next regular meeting, October 6, 1992, at 3:00 P.M.
