PRESENT Charles G. DeMirjyn, Mayor William E. Cunningham, Councilmember Dee Ann Milson, Councilmember Jim Foster, Councilmember James D. Wheaton, City Manager Jeffrey L. Shaw, Community Development Director Dan Rodriguez, Community Services Director Lorrie Poyzer, City Clerk Ted Thomaidis, Redlands Daily Facts ABSENT Swen Larson, Mayor Pro Tem General Plan - Community Development Director Shaw reported an overview of the current status of the General Plan, staff, work plan, and issues were presented to the City Council on September 22, 1992. Adjustments were made to the schedule of study sessions so that all meetings would be held in the City Council Chambers, 212 Brookside Avenue, and meetings will be held in the evening beginning at 6:30 P.M. on Wednesdays. The revised schedule was presented and distributed to interested parties. One of the study session issues scheduled for this meeting, Saugus Soils, was postponed to November 4, 1992, as staff is still obtaining information on that subject. General Plan Trails Map - Community Services Director Rodriguez reviewed the report prepared by Senior Planner Sandra Andres, Chairman of the Trails Committee of the Parks Commission Tess Hahn, and himself summarizing the recommendations and presentation of a trails map from the General Plan Trails Task Force. Ms. Hahn presented an overview of their recommendations and answered questions. On behalf of the County Regional Trails Task Force, Gary Jackson presented a trails maps for the region and urged continuation of the coordinating efforts. On behalf of the League of Women Voters, President Pam Ford commended the City for establishing this hearing process and indicated their support of the development of the trails map and element in the General Plan. Several members of the audience spoke including Fred Garrett, Jack Sessums, Ron Garrett, Mimi Dupper, Kathryn Wechter, Ron Whittier, and Craig Wesson. Following an informal poll of Councilmembers present, Mayor DeMirjyn noted the Council was in favor of including the recommendations of the General Plan Trails Task Force in the Draft General Plan. Live Oak Canyon. Land Use - Community Development Director Shaw reminded Councilmembers materials were provided identifying some of the background for this area including the transcripts and applications as submitted during the LAFCO annexing hearings. The General Plan Consultant, Blayney- Dyett-Greenberg, had recommended that Live Oak Canyon be designated Very Low Density Residential (LDR) consistent with the Southeast Area General Plan Amendment. The General Plan Committee, and subsequently the Planning Commission, recommended approval of the Rural Living (RL) designation maintaining a more rural area. The City Council, with four members present , deadlocked 2-2 when this was last considered on July 28, 1992. Since that meeting, staff has received a copy of the biological survey prepared for the Friends of Live Oak Canyon which analyzes and makes recommendations pertaining to Live Oak Canyon; that report was distributed for this meeting. Noting that Mayor Pro Tem Larson was absent having had minor surgery the prior day, Mayor DeMirjyn polled Councilmembers present as to whether anyone's position had changed and if the discussion on this matter should be continued to October 14, 1992. Councilmembers Cunningham and Milson indicated they were still in favor of the Rural. Living designation; Councilmembers Foster and DeMirjyn desired to be consistent with the Southeast Area General Plan Amendment. Councilmembers then agreed to continue this discussion on October 14, 1992. The City Council meeting adjourned at 7:45 P.M. to an adjourned regular meeting to be held on October 13, 1992, at 9:00 A.M. in the City Hall Plaza, 2 East Citrus Avenue, Suite 15C, Redlands California.
