in the City Hall Plaza, 2 East Citrus Avenue, Suite 15C, at 9:00 A.M. on
October 13, 1992.

ABSENT None
Mayor DeMirjyn called the meeting to order and immediately recessed it to a
closed session for the purpose of discussing personnel. The meeting reconvened
at 9:30 A.M.
Water Rates - Gary Phelps, Deputy Public Works Director - Utilities, presented
charts reflecting a survey of water and availability rates for one-inch meters in
neighboring cities, and the distribution of revenue received from the availability
charge. Residents from Menton were present and again protested being
charged an outside the City surcharge. Following discussion, it was agreed that
staff would return on October 20, 1992, at 9:00 A.M. with scenarios to
accomplish a 15 percent reduction for the water portion of the utility bill.
Councilmember Foster left the meeting at 10:20 A.M. The meeting recessed at
10:25 A.M. to a closed session for the purpose of discussing pending litigation.
In accordance with State law, the City Attorney prepared a confidential
memorandum providing justification for the closed session. No report was
expected following the closed session at which time the meeting adjourned to an
adjourned regular meeting to be held on Wednesday, October 14, 1992, at 6:30
P.M. in the Council Chambers, 212 Brookside Avenue, Redlands, California.
