6:30 P.M.

General Plan Sphere Boundaries - Community Development Director Shaw reported the
General Plan identifies land use and policies for areas within the City of
Redlands and for areas within its total planning area. The planning area outside
the City limits consists of two general categories: areas within our sphere of
influence as recognized by LAFCO and areas outside of our sphere of influence.
Areas within our sphere of influence include the "donut hole" in the East Valley
Corridor Specific Plan, the Crafton Area, and the Mentone Area. Areas not
within our sphere but considered our planning area include the areas north of
Mill Creek and easterly of the Santa Ana River. The planning areas were
established in the early stages in the preparation of the General Plan so that the
scope of work for the consultant could be determined. Councilmembers
concurred with the boundaries shown in General Plan Figure 1.80B (page 1-8 of
the draft General Plan).
County General Plans - The General Plans of other governmental agencies that
set development policy within and adjacent to the Redlands' planning area have
obvious effects on the Redlands' General Plan. Mr. Shaw briefly provided a
general overview of the General Plans of the Counties of San Bernardino and
Riverside and their relationships to the City of Redlands. Council asked that
any conflicts be identified and brought back for review.
Councilmember Larson entered the City Council Chambers at 6:55 P.M.
School Districts - The General Plan Committee supported the Redlands Unified
School District's request for alternative implementing policies from those
proposed by the Consultant. The new language would allow the City greater
discretion in the issue of funding for school facilities than currently exist under
the development fees as specified by the State. A recent letter from the School
District's legal counsel describes recent court cases and the role the General Plan
plays in determining funding. Recent legislation by the State may eliminate this
option. City Attorney McHugh reviewed State legislation relating to this
subject. Councilmembers concurred to continue discussion this subject until
December.
Mining - Mr. Shaw reported the description of the relationship between the City
of Redlands and C. L. Pharris is not accurate in the MEA, EIR, and Draft
General Plan; this is being modified by staff and at this time there are no
changes proposed to the policies. Councilmembers indicated they did not have
any new concerns at this time.
Live Oak Canyon Land Uses - This item was continued from the October 7,
1992, study session. Only four members were present at that meeting and
remained deadlocked on this issue of whether Live Oak Canyon should be
designated Very Low Density (LDR) or Rural Living (RL). Mr. Shaw reviewed
the permitted uses for each designation. Several members of the audience spoke
including Mrs. Rouse, Ron Whittier, Mark and Christine Ritchie, Mimi Dupper,
Ron Herr, Bob Roberts, and Mary Lou Moersch. Councilmember Foster's
motion, seconded by Councilmember DeMirjyn, to adopt the Southeast General
Plan designation for Live Oak Canyon was withdrawn when Councilmember
Larson indicated his support for the Rural-Living (RL) designation.
Councilmember Cunningham then moved to designate the Live Oak Canyon
Rural-Living (RL). Motion seconded by Councilmember Milson and carried
unanimously.
Noise Levels - Councilmembers concurred to continue the policy issue
regarding noise levels to another study session.
The meeting adjourned at 8:20 P.M. to an adjourned regular meeting to be held
on Wednesday, October 20, 1992, at 9:00 A.M. in the City Hall Plaza, 2 East
Citrus Avenue, Suite 15C, Redlands, California.
