in the City Hall Plaza, 2 East Citrus Avenue, Suite 15C, on October 20, 1992, at
9:00 A.M.

Santa Ana Wash - Mayor DeMirjyn called the meeting to order.
Councilmember Milson moved to add the following item to the agenda which
arose subsequent to the agenda being posted: "Discussion and possible action -
Mining operations in the Santa Ana Wash." Motion seconded by
Councilmember Cunningham and carried by AYE votes of all present.
Councilmember Milson reported the Wash Committee met on Thursday to
address the proposed joint powers agreement. C. L. Pharris, County Flood
Control, and the Water Conservation District indicated they did not want a joint
powers agreement, but rather a memorandum of understanding.
Councilmember Milson strongly felt the need for a joint powers agreement with
a designated lead agency. Councilmembers concurred they were firm in their
position regarding the joint powers agreement and lead agency. City Attorney
McHugh indicated he would FAX the City of Redlands' position to the State
Mining and Geology Board.
Water Rates - Gary Phelps, Deputy Public Works Director - Utilities, presented
information about the impact over a two-year planning period on the City if the
water rates were decreased by 15 percent which included a 12 percent personnel
reduction in the Water Distribution Division, a reduction in materials, no
purchases of water stock, no capital reserve, reduction of the working balance,
and a reduction of the General Government Service Charge to eight percent.
Following discussion, Councilmember Foster moved to accept the proposal
presented and set a public hearing for a rate reduction. Motion seconded by
Councilmember DeMirjyn and carried by AYE votes of all present.
The meeting adjourned at 9:40 A.M. The next regular meeting will be held on
October 20, 1992, at 3:00 P.M.
