PRESENT Charles G. DeMirjyn,Mayor Swen Larson, Mayor Pro Tem. William E. Cunningham, Councilmember Dee Ann Milson, Councilmember Jim Foster, Councilmember James D. Wheaton, City Manager Jeffrey L. Shaw, Community Development Director Lorrie Poyzer, City Clerk Ted Thomaidis, Redlands Daily Facts ABSENT None General Plan. Noise Levels - Community Development Director Shaw reported the principal. policy issue regarding noise pertains to what constitutes an acceptable level of noise for the community. The General Plan Committee took specific actions to reduce what are considered acceptable levels by five (5) DBA within the Noise- Land Use Matrix. Related policies were likewise adjusted. The Planning Commission generally concurred with the General Plan Committee action. Speaking from the audience were Gary Cottingin for Redlands Community Hospital, Tex Moore, Carole Wesson, Bob Roberts, Pat Meyer, and Jon Harrison. Councilmember Foster's motion, seconded by Councilmember Larson, to retain the 65 and 45 DBA levels was withdrawn with the understanding this discussion would continue in December when Council would address the Noise Element. Mr. Shaw will find out what the cost would be to bring in a noise consultant for that meeting. The City Council meeting briefly recessed at 7:43 P.M. and reconvened at 7:45 P.M. at which time Councilmember Milson was not present. Growth Management Element - Community Development Director said the Growth Management Element summarizes some of the basic principals of Measure N and incorporates them into the General Plan document as specified by Section 14 of Measure N. Councilmember Foster stated it would not be acceptable to him if a general plan amendment could not be implemented to change net density. Councilmember Cunningham indicated he was willing to soften the language as long as it resulted in orderly development. Alternate language will be prepared for Council's consideration. Speaking from the audience were Bob Roberts, Pat Meyer, and Tex Moore. City Design and Preservation Element - Community Development Director Shaw said the City Design and Preservation Element incorporates some new policies as it pertains to city design and updates, consolidates, incorporates, modifies and expands the existing Historic and Scenic Preservation. Element. The Historic and Scenic Preservation portion of this element is in large part a reformatting and updating of the current Historic and Scenic Preservation Element adopted in January, 1985. Speaking from the audience were Jon Harrison and Pat Meyer. The meeting adjourned at 8:34 P.M. to an adjourned regular meeting to be held on Tuesday, October 27, 1992, at 9:00 A.M. in the City Hall Plaza, 15 East Citrus Avenue, Suite 15C, Redlands, California.
