1992.

Wastewater/Sewer Rates - Gary Phelps, Deputy Public Works Director - Utilities,
presented information regarding wastewater/sewer rates: how the rates are
determined, where the money goes, a rate survey, debt service coverage, and debt
service requirements. Councilmember Foster raised several questions regarding the
1962 bond issue, the $9 million denitrification process, installment payments and
annual averaging of municipal utility bills, and incentives for outside the City sewer
hookups. Representatives from Carollo Engineers and the Regional Water Quality
Board will be invited to attend the next study session scheduled for the morning of
November 1.0, 1992.
The meeting adjourned at 10:00 A.M. to a closed session for the purpose of
discussing personnel and property acquisition. No report was expected following the
closed session.
