The meeting opened with an invocation by Councilmember Cunningham followed by the
pledge of allegiance.
Minutes of the adjourned regular meeting of October 20, 1992, the regular meeting of
October 20, 1992, and the adjourned regular meetings of October 21, 1992,. and October
27, 1992,were approved as submitted.
Bills and salaries were ordered paid as approved by the Finance Committee.
PLANNING AND COMMUNITY DEVELOPMENT
Planning;Commission Actions - On motion of Councilmember Larson, seconded by
Councilmember Milson,the report of the Planning Commission meeting held on October
7, 1992, was unanimously acknowledged as received.
COMMUNICATIONS
County Regional Parks and Open Space Funding- In response to the Council's request,
staff contacted the Regional Parks Department to request additional information
regarding a future funding opportunity. The Regional Parks Department said they had no
additional information at this time,but suggested that County Planning be contacted.
Randy Scott of County Planning said the subject is premature at this time,but also said
the draft EIR for the Rail Cycle Project should be distributed by the end of November.
Staff will keep the City Council updated as additional information is provided.
Councilmember Larson moved to table this item. Motion seconded by Councilmember
Foster and carried unanimously.
Congestion Management Program- The SANBAG Board is scheduled to act on the
adoption of the Congestion Management Program at its meeting on November 4, 1992.
Mayor DeMirjyn is the City of Redlands' representative on the SANBAG Board. Council
has been previously presented with an overview of this program by SANBAG staff.
Assistant City Manager Mutter summarized the actions required by the City of Redlands
in the implementation for San Bernardino County. Councilmember Cunningham
expressed his concern as he felt this program was not moving in the right direction at this
time.
The City Council meeting recessed at 3:04 P.M. to a Redevelopment Agency meeting
and reconvened at 3:05 P.M. to a closed session for the purpose of discussing property
acquisitions and pending litigation. In accordance with State law, the City Attorney
prepared a confidential memo to the City Council providing justification for the pending
litigation portion of the closed session. The City Council meeting reconvened at 7:00
P.M.
PRESENTATIONS
Say NO to Drugs Poster Contest- The City of Redlands Community Services
Department sponsored a"Say NO to Drugs"poster contest for children in grades K-6
during National Red Ribbon Week. This year's poster contest generated over 500 entries.
Mayor DeMirjyn presented certificates to the winners: Grade 2: Jeremy Greenland,
Fallsvale School(overall winner who also received a beautiful trophy); Stephanie Franco,
Mission School; and Jessica Madden, Mission School. Grade 3: Heather Witaker,
Fallsvale School; Roy Tompkins, Jr., Redlands Christian School; and Jessica Howard,
Redlands Christian School. Grade 4: Steph Kramer, Loma Linda Academy; Tung Danh,
Mission School; and Lucy Malcolm, Valley Prepatory School. Grade 5: Melissa
Fernandez, Redlands Christian School; Stephanie Grady, Redlands Christian School; and
Dina Rodriguez, Mission School. Grade 6: Irineo Jauregui, Mission. School; Justin
Merrill, Mission School; and Amanda Lockwoom, Mission School.
PUBLIC COMMENTS
Childcare Program- The City of Redlands Recreation Division is considering transfer of
its current after-school childcare program to other nonprofit providers such as the YMCA
and YWCA. Community Services Director Dan Rodriguez reported the Recreation
Commission will consider this proposal at its meeting on November 19, 1992, and their
recommendations will be presented to the City Council on December 1, 1992. Expressing
their concerns aobut this transfer of responsibility were Dean Lewis, Starlett Zimmerman,
Ron Wright(who also submitted a letter dated October 30, 1992), and Valerie Agnew.
UNFINISHED BUSINESS
Ordinance No. 2193 -Public Parks - Ordinance No. 2193, an ordinance of the City of
Redlands amending Article 12.44 of the Redlands Municipal Code relating to public
parks, changes the hours during which a person may stay or remain in the public park;
and modifies the fee schedules applicable to reservations for picnic areas in public parks.
This ordinance was discussed by the City Council on September 1, 1992.At that time,
staff was directed to request comments from various organizations regarding concerns or
impacts that may be realized if this ordinance was adopted. In general terms, response
from the Redlands Theater Festival and the Redlands Community Music Association
indicated there would not be an impact to their operations and they would support the
elements contained within the proposed ordinance. A memo received from Police Chief
Brickley indicated full support for the proposal. The Parks Commission has previously
indicated the need to have such an ordinance in place. Ordinance No. 2193 was ready by
title only by City Clerk Poyzer, and on motion of Councilmember Milson, seconded by
Councilmember Larson, further reading of the ordinance text was unanimously waived.
Ordinance No. 2193 was introduced with unanimous Council approval and laid over
under the rules with second reading scheduled for November 17, 1992, on motion of
Councilmember Milson, seconded by Councilmember Larson.
San Bernardino International Airport Authority- This discussion was continued from the
last meeting. Councilmember Foster moved that the following policy of the City of
Redlands be maintained by our representatives on the San Bernardino International
Airport Authority and that said policy positions be communicated to the San Bernardino
International Airport Authority by the representative:
1. The City of Redlands supports a mixed-use aviation concept for the San
Bernardino International Airport consisting of commercial passenger uses, aircraft
maintenance and manufacturing, distribution, general aviation and some cargo
activities, and does not support an exclusive air cargo operation at San Bernardino
International Airport;
2. The City of Redlands continues to be supportive of reasonable noise guidelines
and operational hours for San Bernardino International.Airport in conformity with
FAA guidelines; and
3. The City of Redlands recommends that the San Bernardino International Airport
Authority take such actions as may be legally permissible and practicable to
ensure that other than Stage 2 and Stage 3 aircraft are discouraged from use of
San Bernardino International Airport.
Councilmember Milson felt there were too many ambiguous words in this policy
statement. Councilmember Cunningham agreed with Mrs. Milson and also noted the
FAA is not a friend to municipalities and that we needed to set our standards.
Councilmember Larson urged adoption of a position which would allow the City's
representative some leniency. Following lengthy discussion, Councilmembers Foster and
Larson agreed to withdraw the motion and continue the matter to November 7, 1992, to
allow time for further study.
NEW BUSINESS
The following items were acted upon during the afternoon session:
Lease - On motion of Councilmember Larson, seconded by Councilmember Milson,
Council unanimously approved a 25-year extension to September 15, 2022, of the lease
with the State of California for the Armory building located on the west side of Texas
Street between Stuart Avenue and the I-10 Freeway and authorized the Mayor and City
Clerk to sign the necessary documents on behalf of the City.
Contract Award- Bids were opened and publicly declared on September 30, 1992,by the
City Clerk for the demolition of structures located at 1203, 1211, 1217, 1227, and 1227-
112 Washington Street to allow construction of the Community Center parking lot; a bid
opening report is on file in the Office of the City Clerk. At this time it is the
recommendation of the Community Development Department that the responsible bidder
submitting the bid for said project which will result in the lowest cost to the City is
T.E.G., The Environmental Group, in the amount of$53,867.00 and it is in the best
interest of the City that this contract be awarded to said firm. On motion of
Councilmember Larson, seconded by Councilmember Milson, Council unanimously
awarded the contract as recommended and waived irregularities in the bid document.
Police Dispatch Services Contract -Following brief discussion, Councilmember
Cunningham moved to approve the contract between the County of San Bernardino and
the City of Redlands for police dispatch services and authorized the Mayor and the City
Clerk to sign on behalf of the City subject to approval of legal counsel. Motion seconded
by Councilmember Milson and carried unanimously.
Water Tanker True - On motion of Councilmember Larson, seconded by Councilmember
Milson, Council unanimously authorized the General Services Director to negotiate the
trade of excess City equipment to the City of Loma Linda for a used water truck for the
California Street Landfill, and authorized conversion of the truck at a cost not to exceed
$10,000.00.
Grant of Easement- On motion of Councilmember Larson, seconded by Councilmember
Milson, Council unanimously approved a grant of easement to the Southern California
Edison Company for Well 38 and Church Street Well, and authorized the Mayor and City
Clerk to execute the document on behalf of the City.
There being no further business, the meeting adjourned at 7:52 P.M. to an adjourned
regular meeting to be held on November 4, 1992, at 6:30 P.M. in the Council Chambers.
