Mutter, Assistant City Manager Lorrie Poyzer, City Clerk Ted Thomaidis, Redlands Daily Facts Pamela Fitzsimmons, The Sun ABSENT None San Timoteo and Live Oak Canyons Odor Problem - Residents from the San Timoteo and Live Oak Canyons addressed Council at two previous meetings (October 6, 1992 and October 20, 1992) expressing their concerns regarding an odor which many of them felt were emanating from the composting facility known as One Stop Landscape Supply Company located on San Timoteo Canyon Road. Rick Gluck and Stephen Grecny from the South Coast Air Quality Management District, presented field reports of their inspections within the San Timoteo Canyon during the past month, and reported they have been unable to locate a clear source of the reported odor. They detected several different kinds of odors that probably come from the dairy, County landfill, a Japanese vegetable farm in Loma Linda, and One Stop Landscape, but have been unable to locate the source of the reported odor. They explained their procedure for processing complaints and answered questions from Councilmember and members from the large audience in attendance, and urged citizens to call them when the odor was present. Citizens speaking at length from the audience were: Marie Hanson, Dan Spletzer, Amelia Spletzer, Brent Kuhn, Faramarz Ghafari, Harold Miller, Don Herbert, Robert Christman, and Janet Berg. Pamela Bennett, County Environmental Health Services, reviewed the history of One Stop Landscape Supply Company's project and agreed to provide a chronological list of their applications for Councilmembers and citizens. A Solid Waste Facilities Permit has been applied for and is being processed at this time. Public hearings will be held through the County of San Bernardino. City staff was instructed to investigate the site for One Stop Landscape Supply Company to determine if a grading and mining permit was needed at this time. The meeting adjourned at 5:1.0 P.M. to an adjourned regular meeting to be held on November 1.7, 1992, at 9:00 A.M. in the City Hall. Plaza, 15 East Citrus Avenue, Suite 15C, Redlands, California.
